Book excerpt: During 2002/2003, the NHS in England consumed 40.3 million cubic metres of water and produced 34.4 million cubic metres of sewage. This comes at a cost - not just financial, but at a cost to the environment. Financial savings of up to 20% may be achieved through water-efficiency measures, with little or no cost in investment. This translates to a possible saving of £9.5 million per year. Much of these savings can be immediately realised through minor repairs to existing infrastructure and through staff behaviour, while others may require an initial capital investment that can be recovered within a specified payback period. This Health Technical Memorandum encourages investigating these possible savings. Additionally, it examines water-managementdecisions in the context of: patient health and well-being; social and behavioural aspects; and available and appropriate technology. Methods for auditing facilities are outlined, with common areas of high water use discussed and technical solutions proposed. Guidance on establishing necessary social and behavioural aspects such as staff awareness, appropriate use of technology and a clear definition of responsibilities are also outlined

Whilst regretting the Government's decision to stop funding the SDC, the Committee sees an opportunity to reassess and revitalise the architecture for delivering sustainable development. The experience of SDC's work within Government departments to improve their sustainability skills and performance is at risk of being lost, so the Government must ensure that this knowledge and expertise is absorbed by departments. Sustainable development needs to be driven from the centre of Government by a Minister and department with Whitehall-wide influence. They must be capable of holding all departments to account for their sustainable development performance. The Committee does not think Defra is best placed to lead this drive, and recommends that the Cabinet Office assume this role. And the Treasury could use its position to continue to develop 'sustainability reporting' by departments, strengthen the system of impact assessments and the 'Green Book' investment appraisal methodology for policy-making, and embed the results of the Government Economic Service review of the economics of sustainability and environmental valuation into those impact assessments and appraisals. Greater political leadership from the top should be brought to bear. The Government must introduce a full set of indicators to measure sustainable development that can be used to develop policy and must provide a new strategic underpinning for its commitment to sustainable development as an overarching goal of Government policy-making.

Book excerpt: Legionnaires' disease, a pneumonia caused by the Legionella bacterium, is the leading cause of reported waterborne disease outbreaks in the United States. Legionella occur naturally in water from many different environmental sources, but grow rapidly in the warm, stagnant conditions that can be found in engineered water systems such as cooling towers, building plumbing, and hot tubs. Humans are primarily exposed to Legionella through inhalation of contaminated aerosols into the respiratory system. Legionnaires' disease can be fatal, with between 3 and 33 percent of Legionella infections leading to death, and studies show the incidence of Legionnaires' disease in the United States increased five-fold from 2000 to 2017. Management of Legionella in Water Systems reviews the state of science on Legionella contamination of water systems, specifically the ecology and diagnosis. This report explores the process of transmission via water systems, quantification, prevention and control, and policy and training issues that affect the incidence of Legionnaires' disease. It also analyzes existing knowledge gaps and recommends research priorities moving forward.

Book excerpt: Dairy farming is of considerable economic and social importance to Wales, accounting for a third of all agricultural production by value and employing thousands of people. The dairy industry in Wales has an estimated total economic output of about £420m, one third (30%) of all Welsh agricultural production. There are 1,901 dairy farmers in Wales who produce 1.5 billion litres of milk per year, 12% of the total UK milk volume. The 224,000 dairy cattle in Wales constitute about 12% of the UK dairy herd. Long-standing cost pressures on dairy farmers came to a head in a crisis in summer last year, 2012, when processors announced a series of milk price reductions to be implemented at short notice. The Committee's key conclusions are: (i) The new voluntary code of practice is an important step forward to redress the balance in the contractual relationship between dairy producer and purchaser; (ii) The Committee urges all dairy processors who have not yet signed the voluntary code to do so; (iii) The code must be given time to work; (iv) Should the voluntary code fail, the UK Government must legislate for a statutory code of contracts.
