When international economic endeavours like flower farming, oil exploration and extensive rice growing are coupled with a government's prioritization of economic development, not only does this lead to the commercialization of water resources but it also creates conflicts between national, regional and local stakeholders. Often overlooked in existing literature, such is the case even in water abundant areas like Lake Naivasha and Lake Wamala. Presenting a comparative study, the book provides a unique perspective on multifunctional water use and illustrates how politically and economically motivated water use increases violent tensions over access to and the use of freshwater resources. The coverage stretches from international and national agencies to NGOs, economic stakeholders and local actors. The book evaluates the resilience and vulnerability of local actors' ability to access water and examines the nexus between the need to access water and the ability to influence access to water, taking into consideration both countries’ economic development agendas. The book concludes by discussing strategies for reducing water-induced conflicts that can be applied to not only these cases but water conflicts across the globe. The Nile is shared by more than seven nations, the Zambezi by six, and the Congo by nine. With populations on the rise, many countries have been labeled water scarce nations, and in fifteen years it is predicted that many people on earth will be exposed to water shortage consequences such as famine and disease. Thirteen African nations already suffer water stress and soon another twelve will join the list unless something is done to thwart the problem. On March 20, 2009 in Nairobi, Hekima College collaborated with Jesuit Hakimani Centre and the French Institute for Research in Africa (IFRA) to host the Hekima College Water Day Academic Seminar with the theme Shared Waters, Shared Opportunities. This book is the result of critical research and presentations by internationally renowned scholars, researchers and experts, and students of the Institute of Peace Studies and International RelationsHekima College. For most of 2009 Kenya suffered severe problems caused by flooding which took many lives and destroyed homes and important infrastructures. It highlighted the issues of water management and water conflicts, not only in Kenya but in other parts of East Africa, as it was made abundantly clear that not only scarcity of water, but excess water, incorrectly managed, can be disastrous. This timely, scholarly book presents discussions of the issues which underlie the major water crises in the region. They open the debate into the water problems of Kenya and East Africa in an effort to join the global campaign to find solutions to these difficulties.

Empirical case studies from Kenya, Malawi, South Africa and Zimbabwe show how coexisting international, national and local regulations of water and sanitation respond to the ways in which different groups of rural and urban women gain access to water for personal, domestic and livelihood purposes. The authors, who are lawyers, sociologists, political scientists and anthropologists, explore how women cope in contexts where they lack secure rights, and participation in water governance institutions, formal and informal. The research shows how women - as producers of family food - rely on water from multiple sources that are governed by community based norms and institutions which recognise the right to water for livelihood. How these common pool water resources - due to protection gaps in both international and national law - are threatened by large-scale development and commercialisation initiatives, facilitated through national permit systems, is a key concern. The studies demonstrate that existing water governance structures lack mechanisms which make them accountable to poor and vulnerable water users on the ground, most importantly women. The findings thus underscore the need to intensify measures to hold states accountable, not just in water services provision, but in assuring the basic human right to clean drinking water and sanitation; and also to protect water for livelihoods.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: Examining international water allocation policies in different parts of the world, this book suggests that they can be used as a platform to induce cooperation over larger political issues, ultimately settling conflicts. The main premise is that water can and should be used as a catalyst for peace and cooperation rather than conflict. Evidence is provided to support this claim through detailed case studies from the Middle East and the Lesotho Highlands in Africa. These international cases – including bilateral water treaties and their development and formation process and aftermath – are analyzed to draw conclusions about the outcomes as well as the processes by which these outcomes are achieved. It is demonstrated that the perception of a particular treaty as being equitable and fair is mainly shaped by the negotiation process used to reach certain outcomes, rather than being determined mechanistically by the quantitative allocation of water to each party. The processes and perceptions leading to international water conflict resolutions are emphasized as key issues in advancing cooperation and robust implementation of international water treaties. The key messages of the book are therefore relevant to the geo-political and hydro-political aspects of water resources in the context of bilateral and multilateral conflicts, and the trans-boundary management of water resources, which contributes insights to political ecology, geo-politics, and environmental policy.
