Book excerpt: This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.

Book excerpt: Sub-Saharan Africa grapples with many public health issues such as food insecurity, increased prevalence of infectious diseases, limited access to clean water supply, poor nutrition and lack of improved health services for its populace (IMF, 2021). Of all these challenges, the inaccessibility of clean water supply for both the rural and urban populace is the most pressing challenge, which has been exacerbated by extensive pollution and climate change crises. The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

This is a collection on the consequences of these reforms two decades on. In addition to general and comparative overviews, the book contains case studies on Ghana, Senegal, Zimbabwe, Namibia, Ethiopia, and Uganda. The common theme across the chapters is that the reforms seem to have engendered political consequences beyond decentralization itself – mostly through interaction with the broader historical, political, social, and economic context. The book thus speaks both to the scholarly literature (on decentralization, democratization, and development) and to the community of development practitioners. Most of the literature on decentralization and development emphasizes questions of institutional design and policy, but here the harder-to-pin-down political patterns marking the workings of decentralization are the main focus of analysis. The debates on development, through the case studies, are connected to the scholarly literatures on comparative federalism, comparative decentralization, and local democracy. The main conclusion that emerges from the studies in the book is that no magic formula that can turn countries into peaceful, stable, and prosperous democracies overnight exists. Furthermore, there are risks involved in importing formal institutions without regard to the local historical, political, social, and economic context. The chapters of this book were originally published as a special issue in Regional and Federal Studies.

Book excerpt: Like in many parts of the world, water resources in sub-Saharan Africa (SSA) have been pivotal for human survival, economic growth, social development, and practicing certain religion and cultural ethos. However, in spite of the intrinsic values of water, its use and management in sub-Saharan Africa has not been without limitations. The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.

Book excerpt: The COVID-19 pandemic has acted as a magnifying glass on pressing water and sanitation challenges in African cities, stressing and widening inequalities, especially for the 56% of the urban population living in informal settlements, lacking basic handwashing facilities, and relying on public water points and shared toilets. Before the pandemic, African countries and cities were already facing mounting water challenges with, in Sub-Saharan Africa only, 418 million people lacking basic access to water supply and 717 million to sanitation, in addition to concomitant floods, droughts and pollution issues. Megatrends related to climate change, urbanisation and population growth add more pressure on water resources and require urgent attention for African cities to cope with future water challenges. Building on a Survey on Water Governance across 36 cities of all size in Africa, this report provides a regional overview of the allocation of roles and responsibilities for water management, the existence and implementation of institutional, policy and regulatory frameworks, as well as the critical governance gaps that need to be bridged in order to boost city government capacity to drive water security in the continent.

Small reservoirs dam permanent or temporary river flows and support multiple livelihood activities (livestock watering, crop cultivation, fisheries, small handicrafts, etc.) while providing water-related ecosystem services (soil and water conservation, flood and drought mitigation, etc.). Gathering evidence from four sub-Saharan countries, Burkina Faso, Ghana, Ethiopia and Zambia, this report calls for revisiting our understanding and assessment of the costs, performance and institutions for the management of small reservoirs. A more holistic analytical approach is the first step towards an integrative governance framework. This, in turn, holds the promise of sustainable management of small reservoirs.

In order to do that, this report uses the conceptual framework of Integrated Urban Water Management (IUWM) as a holistic set of planning and management tools incorporating all components of the urban water cycle to help develop efficient and flexible urban water systems in the future. The future of water in African cities: why waste water? argues that a new approach to urban water management is needed in Africa. Due to their rapid urbanization, cities in Sub-Saharan Africa will face increasing challenges in order to provide water supply to the growing population. Future water supply for cities will also depend on the potential to sustain water resources of good quality in the river basin and to manage competing uses within the watershed. The complexity of these challenges coupled with future uncertainty due to climate change will require a more sustainable, integrated and adaptive water management approach. Reviewing a series of case studies in Uganda, Kenya and Cameroon, and having conducted a diagnostic of 31 cities in Sub-Saharan Africa, this report suggests that the challenges faced by cities in Africa cannot be solved by the traditional approach of one source, one system, and one discharge. The 4 cases studies of this report illustrate the combination of existing technology and surface water with new sources (e.g. groundwater and greywater recycling) within the river basin that will increase water security for cities. In some cases, planning decentralized and modular solutions will bring more flexibility and adaptation to expanding cities. The future of water in African cities: why waste water? is aimed at urban planners, water managers, policy makers, development agencies and stakeholders interested in innovative solutions to urban water management challenges. IUWM will help policymakers in African cities consider a wider range of solutions, understand water’s interaction with other sectors, and secure resilience under a range of future conditions.

Book excerpt: Global transnational efforts to achieve the Millennium Development Goal of halving the world population lacking access to improved water supplies are failing to address sustainable development in sub-Saharan rural communities. These efforts have been driven largely by water governance strategies centered on the controversial principle that water is an economic good, and as such, the development of water services shall be left to the supply-demand mechanisms regulating commodities' markets. Uganda and Tanzania have embraced these strategies to varying degrees and have made strikingly different progress in developing their rural water sector. Uganda has maintained a steady rate of improvement in rural water coverage, while Tanzania has not. This comparative study between Tanzania's and Uganda's water governance principles and development approaches combined qualitative analysis of semi-structured interviews and water policies with participant observation of two case studies. The results of the study suggest the success of Uganda's approach to water governance stems from the government commitment to retaining its role of providing basic services for the poorest strata of the population, de facto guaranteeing the constitutional right to water for all citizens irrespective of their economic status.
