Book excerpt: This book presents the findings of a team of scientists and practitioners who have been working on the project “Benefits of Governance in Drought Adaptation” (in short: the DROP project), which is included in the European Union’s INTERREG IVB NWE programme. The DROP governance team developed a Governance Assessment Tool (GAT), which allows the governance setting of a given region for planning and realizing drought adaptation measures to be assessed. Based on this assessment, recommendations can be developed for regional water authorities concerning how to operate most effectively towards increased drought resilience in this context. The GAT has been applied to six regions in Northwest Europe: Twente and Salland in the Netherlands, Eifel-Ruhr in Germany, Brittany in France, Somerset in the United Kingdom, and Flanders in Belgium. These regions are subject to drought aspects related to nature, agriculture and freshwater. This book will aid regional water authorities and other relevant stakeholders interested in governance assessment, whether that context is about water, more specifically about drought or flooding events, or other environmental issues. Further, the GAT can and has also been applied more broadly to a range of governance contexts for water management and beyond.

Book excerpt: The sustainable governance of water resources relies on processes of multi-stakeholder collaborations and interactions that facilitate knowledge co-creation and social learning. Governance systems are often fragmented, forming a barrier to adequately addressing the myriad of challenges affecting water resources, including climate change, increased urbanized populations, and pollution. Transitions towards sustainable water governance will likely require innovative learning partnerships between public, private, and civil society stakeholders. It is essential that such partnerships involve vertical and horizontal communication of ideas and knowledge, and an enabling and democratic environment characterized by informal and open discourse. There is increasing interest in learning-based transitions. Thus far, much scholarly thinking and, to a lesser degree, empirical research has gone into understanding the potential impact of social learning on multi-stakeholder settings. The question of whether such learning can be supported by forms of serious gaming has hardly been asked. This Special Issue critically explores the potential of serious games to support multi-stakeholder social learning and collaborations in the context of water governance. Serious games may involve simulations of real-world events and processes and are challenge players to solve contemporary societal problems; they, therefore, have a purpose beyond entertainment. They offer a largely untapped potential to support social learning and collaboration by facilitating access to and the exchange of knowledge and information, enhancing stakeholder interactions, empowering a wider audience to participate in decision making, and providing opportunities to test and analyze the outcomes of policies and management solutions. Little is known about how game-based approaches can be used in the context of collaborative water governance to maximize their potential for social learning. While several studies have reported examples of serious games, there is comparably less research about how to assess the impacts of serious games on social learning and transformative change.

Book excerpt: This book presents the results of an interdisciplinary project that examined how law, policy and ecological dynamics influence the governance of regional scale water based social-ecological systems in the United States and Australia. The volume explores the obstacles and opportunities for governance that is capable of management, adaptation, and transformation in these regional social-ecological systems as they respond to accelerating environmental change. With the onset of the Anthropocene, global and regional changes in biophysical inputs to these systems will challenge their capacity to respond while maintaining functions of water supply, flood control, hydropower production, water quality, and biodiversity. Governance lies at the heart of the capacity of these systems to meet these challenges. Assessment of water basins in the United States and Australia indicates that state-centric governance of these complex and dynamic social-environmental systems is evolving to a more complex, diverse, and complex array public and private arrangements. In this process, three challenges emerge for water governance to become adaptive to environmental change. First, is the need for legal reform to remove barriers to adaptive governance by authorizing government agencies to prepare for windows of opportunity through adaptive planning, and to institutionalize the results of innovative solutions that arise once a window opens. Second, is the need for legal reform to give government agencies the authority to facilitate and participate in adaptive management and governance. This must be accompanied by parallel legal reform to assure that engagement of private and economic actors and the increase in governmental flexibility does not destabilize basin economies or come at the expense of legitimacy, accountability, equity, and justice. Third, development of means to continually assess thresholds and resilience of social-ecological systems and the adaptive capacity of their current governance to structure actions at multiple scales. The massive investment in water infrastructure on the river basins studied has improved the agricultural, urban and economic sectors, largely at the cost of other social and environmental values. Today the infrastructure is aging and in need of substantial investment for those benefits to continue and adapt to ongoing environmental changes. The renewal of institutions and heavily engineered water systems also presents the opportunity to modernize these systems to address inequity and align with the values and objectives of the 21st century. Creative approaches are needed to transform and modernize water governance that increases the capacity of these water-based social-ecological systems to innovate, adapt, and learn, will provide the tools needed to navigate an uncertain future.

Book excerpt: A lack of wastewater treatment is one of the main water problems worldwide. In high-income countries, 70% of wastewater is typically treated, but the rate falls to an average 28% in lower-middle-income countries. This low level has negative consequences for human health and for nature, with high economic costs. One response is the construction of wastewater treatment plants (WTP). In Mexico, the federal government has made efforts to increase the WTP capacity. However, neither of the last two federal administrations has achieved the intended goals, and very few studies have been conducted to find out why. This research starts from the premise that contextual factors play an important role in restricting or supporting policy implementation. Consequently, this article-based research analyses the governance context in central Mexico by employing Contextual Interaction Theory and the Governance Assessment Tool. Three cases were selected from the most polluted basins in Mexico. Data collection involved 66 semi-structured in-depth interviews with stakeholders. The main conclusions were that the existing context generally restricts WTP policy implementation and that Integrated Water Resources Management implementation and decentralization are only symbolic. The most restrictive instance was found to be where the participation of the state government was particularly limited. As such, strengthening the role of the state government, and improving mechanisms that currently limit the impact of political game, could be instrumental in increasing the support offered by the governance context.

An experimental study has been presented wherein the laboratory performance of rainfall simulator has been evaluated. Hydrological modeling studies involving modifications in the curve number methodology for simulation of floods and sediment load have also been presented.
