Book excerpt: Encompassing both urban and rural processes, the peri-urban interface (PUI) provides a unique and challenging arena for environmental management. As the urban core expands, the PUI industrializes and urbanizes, undergoing rapid social, economic, and environmental changes. One of the results of this transformation is often an increase in pollutants and environmental degradation. In the twenty years since the initiation of its reforms towards a more market-oriented economy, Vietnam has seen significant growth, much of this occurring within the industrial sector in and around urban hubs such as Ho Chi Minh City (HCMC). Rapid urbanization and industrialization has occurred with limited control, and a trend has emerged where industrial activity has moved out of the urban core and into the PUI. Despite ongoing efforts, the government of Vietnam, as in other Asian countries, is unable to fully regulate firms illegally releasing untreated and often highly polluted wastewater. The result is that farmers in HCMC's PUI must now contend with lower crop yields or even failures - and food safety concerns due to an influx of pollutants in irrigation waters. Combining a rights-based approach and a good governance approach, this research describes the constraints on both farmers and government officials that prevent a resolution of farmers' pollution problems. These constraints are argued to stem from systemic water governance issues in Ho Chi Minh City and Vietnam. They include poor communication between farmers and government officials, limited farmer participation in water management, a lack of integration between government agencies, little government accountability and transparency, and water management priorities that favour economic growth over environmental health. It is argued that strengthening farmers' water rights could address these issues. However using a rights based approach would first require addressing gender inequities in community affairs, institutional changes to ensure the recognition of farmers' rights in practice, compensating those harmed by pollution, and educating farmers on the legal system and the water rights it provides. In addition to addressing a general lack of literature on water governance in Vietnam, this research has implications for literature regarding peri-urban environmental management, good water governance, and the rights based approach. This research suggests that the challenges present in the PUI exacerbate and thus illuminate poor water governance practices that extend beyond the local scale. It also suggests that water rights be used as a possible platform to achieve good water governance. Lastly, it explores the potential challenges of implementing a rights based approach.

The rapid growth of urbanisation and industry has placed increasing pressure on available freshwater resources, through excessive water use and increasing volumes of untreated wastewater. This thesis proposes a model for a water conservation strategy for which the management and use of water resources is aligned with adequate institutional arrangements and effective regulations. Water governance and management of water resources need to work with economic and urbanisation growth.

Book excerpt: This thesis explores the contexts and effects of water governance in transitional Vietnam. There, as in many other developing country contexts, commodification of water - a process of converting water or water services formerly subject to non-market social rules into one that is primarily subject to market rules - is being promoted with enthusiasm to address local water problems. This has given rise to a number of local market and market-social hybrid mechanisms to address water governance. Water markets, particularly a market for water licences and permits, are proposed at the policy level as a means to achieve efficient use and equitable allocation of water. In a country like Vietnam, which has an extensive history of elaborate management of water especially for agriculture, such developments are radical, and potentially very far reaching. The proposed market solutions arguably fit alongside the fundamental reforms to the Vietnamese economy, which have resulted in an average growth of 7.5 percent per annum over the last decade. Like the economic reforms, the water reforms are not of local provenance. Rather, they reflect international orthodoxies, deployed in this case in accordance with such instruments as the Dublin Statement on Water and Sustainable Development - an international protocol on management and development of water resources signed in Dublin in January 1992, and endorsed by world leaders at the United Nations Conference on Environment and Development in Rio de Janeiro in June of that year. For all such orthodoxies to be effective, in Vietnam as elsewhere, the water reforms must be implemented in practical ways alongside existing orthodox and unorthodox modes of governance, which are both layered and complex. By exploring the juncture and/or disjuncture between international, mainstream and everyday, local modes of water governance, this paper shows how and why water markets, especially the water use rights market, may or may not function well in the polycentric complexities of Vietnam. It also sheds light on the question of whether or not the markets are likely to achieve their targeted goals and generate expected outcomes.

The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.

Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.

Over the centuries, it took shape in part from a dense substratum of villages. With the economic liberalisation of the 1980s, it encountered several obstacles to its expansion: absence of a real land market, high population densities, the government's food self-suffciency policy that limits expropriations of land and the water management constraints of this very vulnerable delta. Since the beginning of the new millennium, the change in speed brought about by the state and by property developers in the construction and urban planning of the province-capital poses the problem of integration of in situ urbanised villages, the importance of preserving a green belt around Hà Nội and the necessity of protection from flooding. The harmonious fusion of city and countryside, which has always constituted the Red River Delta's defining feature, appears to be in jeopardy. Working from a rich body of maps and field studies, this collective work reveals how this grass-roots urbanisation encounters 'top-down' urbanisation, or metropolisation. By combining a variety of disciplinary approaches on several different scales, through a study of spatial issues and social dynamics, this atlas not only enables the reader to gauge the impact of major projects on the lives of villages integrated into the city's fabric but also to re-establish the peri-urban village stratum as a fully-fledged actor in the diversity of this emerging metropolis.

Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were successfully fused with the embrace of markets and the global economy. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.
