Book excerpt: The Horn of Africa is a region exposed to the risks of water insecurity due to population growth and the impact of climate change. Growing water stress complicates many of the region’s social, political and economic difficulties, including weak governance and societal tensions between ethnic, regional or religious groups. Previous research has identified that water cooperation is relevant both in different forms and at different levels, which calls for a better understanding of informal arrangements at the local level. This joint SIPRI–CIWA report aims to help to fill this research gap by exploring the role of local-level cooperative initiatives in improving water resource challenges in the Horn of Africa. The report draws on three illustrative case studies of transboundary basins in cross-border regions: the Sio–Malaba–Malakishi Basin; the Dawa River and Aquifer; and the Bahr el Ghazal Basin and the Baggara Basin Aquifer. In doing so, it provides lessons learned from existing cooperative initiatives.

Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia—in turn, enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase—with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe—consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework—forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. The prevailing knowledge of groundwater resources in Ethiopia (or elsewhere in Sub Saharan Africa) was based on geological and stratigraphic framework known nearly four decades ago (mainly 1960's and 70's). Thanks to the substantial geoscientific research since the 70's a new set of relevant geological/stratigrahpic data has been created that helps to re-define our understanding of groundwater resources in Africa as a whole and in Ethiopia in particular: a) For the first time the basement aquifer of Ethiopia has been described hydrogeologically based on genesis of regoliths (deep weathering and striping history); clear regional difference in groundwater potential is shown for the first time; comparative accounty has been given regarding groundwater occurrence in the generally low grade basement rocks of Ethiopia (Arabian Nubian shield) and high grade basement rocks of the rest of Africa. b) For the first time groundwater occurrence in multilayred sedimentary rocks account for spatial variation in degree of karstification; deformation history, and stratigraphy. c) The vast volcanic aquifers of Ethiopia which have previously classified based on their ages are now reclassified based on age, morphology (eg. groundwater in plateau volcanics, groundwater in shield volcanics) and aquifer structure. d) The loose alluvio lacustrine sediments which were known as least extensive in previous works based on areal cover are in fact shown to host the most voluminous groundwater resources in Ethiopia. These aquifers have now been described based on their geomorphology, extent, and genesis. The aim of this book is to use these newly created knowledge to redefine the understanding of groundwater resources in Ethiopia.

This volume is the culmination of an unprecedented effort to document, analyze, and interpret the full extent of the challenge in developing Sub-Saharan Africa s infrastructure sectors. As a result, it represents the most comprehensive reference currently available on infrastructure in the region. The book covers the five main economic infrastructure sectors information and communication technology, irrigation, power, transport, and water and sanitation. 'Africa s Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD. Africa s infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main policy-relevant findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today. However, money alone is not the answer. Prudent policies, wise management, and sound maintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket. Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.
