Book excerpt: This dissertation evaluates the water allocation challenges in the rural river basins of the developing world, where demands are growing and the supply is limited. While many of these basins have yet to reach the state of closure, their water users are already experiencing water shortages. Agricultural crop production in rural river basins of the developing world plays a major role in ensuring food security. However, irrigation as the major water consumer in these basins has low water use efficiency. As water scarcity grows, the need to maximize economic gains by reallocating water to more efficient uses becomes important. Water allocation decisions must be made considering the social economic and environmental conditions of the developing world. The purpose of this dissertation is to identify water allocation strategies that satisfy the above conditions, in the example of the Walawe River basin in Sri Lanka. In this dissertation three manuscripts are presented. The first manuscript takes a broad view of the current water allocation situation. The second manuscript develops a methodology to analyze water allocation under a priority-based approach with the use of network flow simulation techniques. The third manuscript analyzes the water supply demand situation in the basin under future climatic conditions. The major findings of this study suggest that: (1) while up to 44% of water is still available for use, seasonality of inflows, poor water management, physical infrastructure deficiencies, and other socioeconomic factors contribute to the irrigation deficits in the Walawe basin; (2) prioritizing irrigation over hydropower generation increases supply reliability by 21% in the Walawe irrigation system IRR 1. The corresponding annual loss in power output in less than 0.5%. Prioritizing the left bank irrigation area in system IRR 2 increases the economic gains from crop yields by US $1 million annually; (3) an increase of water use efficiency between 30-50% in agriculture can mitigate all water deficits in agriculture, urban water supply and industrial sectors; (4) the predicted 25% increase of rainfall over the Walawe basin in the 2050's allows for 43% increase in hydropower generation (with changes to power generation mode) and 3-16 % reduction in irrigation requirements; (5) network flow simulation techniques can be successfully used to evaluate different demand management strategies and improvements to the priority-based water allocation method.

Book excerpt: The report focuses on the establishment of the Red River Basin Organization (RRBO) in Vietnam, but expands its analysis to the wider transformations of the water sector that impinge on the formation and effectiveness of this organization. A few reflections on the policy process are drawn from this analysis, albeit in a tentative form given the relatively limited period of time considered here. The report shows that the promotion of IWRM icons such as RBOs by donors has been quite disconnected from the existing institutional framework. However, the establishment of RBOs might eventually strengthen a better separation of operation and regulation roles. Institutional change is shown to result from the interaction between endogenous processes and external pressures, in ways that are barely predictable.

Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

How to finance the infrastructure and service of bulk water supply, and how to use pricing to achieve efficient allocation and use of water as a resource are the central issues that emerge from discussions about bulk water pricing. Efficiency will lead to allocating water resources better, reducing water losses caused by poor maintenance of the supply systems, and increased monitoring of water quality. At first glance, Brazil may not appear to be a relevant country from which to draw lessons in distributing scarce water resources, since it contains 12 percent of the world's fresh water supply. However, with its vast territory and issues of regional drought and population explosion, Brazil provides a unique environment in which to demonstrate how adequate pricing of bulk water on a regional level can help allocate water efficiently. This paper offers a framework for bulk water pricing reform and examines the lessons from recent analytical work and practice in Brazil, as well as relevant international experience. It then offers recommendations for the development of both water pricing and allocation policies to facilitate continued implementation of bulk water pricing in Brazil.
