Book excerpt: The United States currently trails the rest of the developed world regarding waste infrastructure. While other countries and regions are focused on implementing sustainable technologies such as advanced waste infrastructure and on-site renewable energy, rapidly developing cities, such as Austin, Texas, still rely on infrastructure designed and built decades ago. This lack of effective infrastructure is not unique to American cities, yet other cities have already taken the first steps into creating a city- wide waste infrastructure that successfully sorts, processes, and reuses waste in a sustainable, closed loop method. There are two crucial steps involved in sustainable waste management: collecting/sorting and processing/repurposing. In terms of collecting and sorting waste, ENVAC, a company based in Sweden, has invented a vacuum waste collection system in 1961, and has since gone on to install over 1,000 vacuum waste collection infrastructure systems worldwide. These systems facilitate the correct sorting of waste and utilizes pneumatic tubes to ensure that the waste is transported to the correct facility. Combined heating and power plants (CHP plants), commonly used throughout Northern Europe, incinerate municipal waste, recovering the latent energy and repurposing it as heat or power. This research will draw from these examples to propose a possible solution for the Mueller District in Austin, Texas, USA. The design phases proposed will look at both the physical requirements of installing such a system as well as the possible cultural and social benefits and the possible barriers to its implementation

This requires further investigation into disposal methods and recycling as well as new technologies to monitor landfills, industrial mining wastes and chemical and nuclear repositories. This creates a need for more research on current disposal methods such as landfills, incineration, chemical and effluent treatment, as well as recycling, clean technologies, waste monitoring, public and corporate awareness and general education. Unfortunately, many of the policies adopted in the past were aimed at short term solutions without due regard to the long term implications on health and the environment, leading in many cases to the need to take difficult and expensive remedial action. The desired direction of Waste Management is towards sustainable strategies. The approach which has emerged as the most promising has been called 4Rs, where reduction, reuse, recycling and recovery are seen as the best actions. This largely decreases the volume of waste that needs final disposal. Recovery refers to the establishment of two new classifications, those of Secondary Raw Materials (SRM) and of Refuse Derived Fuel (RDF). They both relate to useful products obtained from waste and make a shift from the mere recycle or reuse – mostly seen as a way to reduce dumping – to the valuable employment of such matter within the production cycle. Another aspect of this revolution is happening subtly and gradually by people buying waste; particularly eWaste and some types of plastic, the so-called technical waste. This is happening due to the strong demand and high price of certain new materials and the possibility of sorting out waste in developing regions of the world. As a result, a market in Secondary Raw Materials (SRM) has developed. Reno reveals how North Americans have been shaped by their preferred means of disposal: sanitary landfill. Based on the author’s fieldwork as a common laborer at a large, transnational landfill on the outskirts of Detroit, the book argues that waste management helps our possessions and dwellings to last by removing the transient materials they shed and sending them elsewhere. Ethnography conducted with waste workers shows how they conceal and contain other people’s wastes, all while negotiating the filth of their occupation, holding on to middle-class aspirations, and occasionally scavenging worthwhile stuff from the trash. Waste Away also traces the circumstances that led one community to host two landfills and made Michigan a leading importer of foreign waste. Focusing on local activists opposed to the transnational waste trade with Canada, the book’s ethnography analyzes their attempts to politicize the removal of waste out of sight that many take for granted.
