Book excerpt: This report provides an update on the Transitional Bilingual Instruction Program (TBIP). In 2012-13, 104,025 English language learners (ELLs) received state services through the TBIP. This was an increase of just over 9% from the previous year. Most students live in urban areas along Interstate 5 corridor and in rural areas like the Yakima Valley. TBIP is funded through the Transitional Bilingual Instruction Act of 1979 (RCW 28A.180) and provides English language instructional support until eligible students can meet the program's exit criteria. The Washington English Language Proficiency Assessment (WELPA) measures ELLs' proficiency in reading, writing, listening and speaking and is given to current TBIP students annually in February and March. Test results determine a student's continued eligibility or transition from TBIP. About 12.5% of ELLs who took the WELPA transitioned out of the TBIP in 2012-13. The median time needed for ELLs to transition out of the program has remained fairly stable for the past seven years at about 2.8 years. The percentage of ELLs who made progress toward attaining English proficiency decreased 2.6% from the previous year. A total of 199 languages were represented in Washington schools during the 2012-13 school year. Spanish was the most common non-English home language, spoken by 67% of ELLs. The next 17% of TBIP students spoke Russian, Vietnamese, Somali, Chinese, Ukrainian, Korean, Tagalog or Arabic. In the 2012-13 school year, the state provided $82.5 million in supplemental funding for services to English language learners. This was an 8.2% increase from 2011-12, but only 3.6% more than 2010-11. Ninety-seven percent of program funding is primarily used for salaries and benefits of instructional staff in districts and schools. There was a 2.4% increase in teacher Full-time Equivalents (FTE) and a 3.9% increase in instructional aide FTE in 2012-13. The 2013-15 Operating Budget (Third Engrossed Senate House Bill 5034-Section 514) provides additional funding for transitional academic support for the first two years after a student exits the program.

Specifically, this report discusses the following topics: (1) staffing patterns and instruction to implement the program; (2) enrollment patterns of students who have participated in the program and how the patterns have changed over time; (3) the languages spoken by students in the program; (4) the amount of time students spent in the program; and (5) academic performance of LEP students served by the program. To address these topics, the authors examined data obtained from all 187 districts that had an approved state program for LEP students in school year 2000-2001. The data were provided on the district annual reports. The authors also used data reported by districts in previous years. The district reports were checked for consistency, and districts were contacted when discrepancies were found. Since school- level data are not collected on the program, the report provides data aggregated at the state and district levels. Districts began reporting the number of LEP students at the school level in the spring of 2000. However, program data are not available at the school level. (Contains 29 tables and 19 figures.) Although this was a slight decrease from the previous year, the number of ELL students in Washington state has increased by 11.0 percent since 2005-06. The Transitional Bilingual Instruction Act of 1979 funds the Transitional Bilingual Instruction Program (TBIP) for students from homes where English is not the primary language spoken. Sixty-five percent of the state's school districts report English Language Learners (ELLs) There were 96,101 ELLs enrolled in Washington's schools for the 2011-2012 school year, 2,371 fewer students than the year before. This is the first recorded decrease in ELLs since the statewide database was established in 2005. This report includes historical program information and information for the 2011-2012 school year for the following: (1) Staffing and instruction; (2) ELL enrollment patterns and changes over time; (3) Languages spoken by students in the program; (4) Length of participation (time) in program; and (5) ELLs' performance on the WELPA, MSP, HSPE, and EOC performance. Data for this report were provided by districts with an approved program during the 2011-2012 school year. Assessment data was provided by OSPI's assessment department. This is a transitional year for OSPI data collection. Beginning in the 2012-13 school year, districts will enter student enrollment data only once into the Comprehensive Education Data and Research System (CEDARS). A bibliography is included.
