The 2007 symposium's theme, "Warfare in the Age of Non-State Actors: Implications for the US Army" explored the challenges associated with conflict between nation states and transnational religious, ethnic, or criminal groups. It examined the historical experiences of both the United States and other nations in this most asymmetric of environments in an attempt to distill the insights from the past can provide us guidance into the future. In addition to the many excellent panelists who presented their research, this year we were fortunate again to have a number very distinguished featured speakers. Representative Ike Skelton IV and General (Retired) Barry R. McCaffrey not only addressed the symposium, but the entire student body of the Command and General Staff College. Lieutenant General William B. Caldwell IV, Commanding General of the Combined Arms Center at Fort Leavenworth shared his recent experience in Iraq as the Director of Strategic Effects for Multination Forces-Iraq. These proceedings contain the papers and presentations of all the speakers and panelists, as well as the transcriptions of selected question and answer periods following the presentations. These annual symposia continue to be an important event, for the past has much to offer in the analysis of contemporary military challenges. The Army also continues to derive many important insights from non-military historians and thinkers who add to the Army's own historical efforts.

In this regard, armed forces that win quickly, decisively, and with relative ease face a unique challenge in attempting to learn from victory. The Israel Defense Forces certainly fell into this category after their dramatic victory over the combined armies of Egypt, Jordan, and Syria in the Six Day War of June 1967. This study analyzes the problems that beset Israel in the aftermath of its decisive victory in the Six Day War over the Arabs. In the 1973 War, Anwar Sadat, Egypt’s president, was able to exploit Israeli vulnerabilities to achieve political success through a limited war. An important lesson emerges from this conflict. A weaker adversary can match his strengths against the weaknesses of a superior foe in a conventional conflict to attain strategic success. Such a strategic triumph for the weaker adversary can occur despite serious difficulties in operational and tactical performance. The author suggests a striking parallel between the military triumphs of Israel in 1967 and the United States in 1991. In both cases, success led to high expectations. The public and the armed forces came to expect a quick and decisive victory with few casualties. In this environment, a politically astute opponent can exploit military vulnerabilities to his strategic advantage. Sadat offers a compelling example of how this can be done.

This remarkable military accomplishment would, however, have the ultimate effect of creating an albatross around the neck of the Israeli Army, as Israelis would now expect the next conventional war with the Arabs to achieve similar results: a quick, decisive victory with relatively few casualties. Although Egyptian forces were militarily inferior to those of Israel, President Anwar Sadat developed a successful limited war strategy designed to exploit this unrealistic expectation. Rather than aiming to achieve a military victory or to seize strategic terrain, Sadat merely sought to break a diplomatic stalemate with a major military operation designed to soften Israeli intransigence toward negotiations and to force a change in U.S. foreign policy toward the Arab-Israeli conflict. In support of these political aims, the Egyptian Armed Forces set out to discredit the Israeli Army's prowess by inflicting heavy casualties in a limited war. Sadat's success in regaining the entire Sinai without another armed struggle holds an important lesson for the United States. After its dramatic victory in Desert Storm, American armed forces feel compelled to win the next conventional war quickly, decisively, and with relatively few casualties, much like the challenge that faced Israel after the 1967 war.

It is widely believed that such combatants will be increasingly common opponents for the U.S. military, and many now advocate sweeping change in U.S. military posture to prepare for this the debate over the associated agenda for "low-tech" or irregular warfare transformation is quickly becoming one of the central issues for U.S. defense policy and strategy. As a prominent recent example of a non-state actor fighting a Westernized state, Hezbollah's 2006 campaign thus offers a window into a kind of warfare that is increasingly central to the defense debate in the United States. And the case's implications for U.S. policy have already become highly controversial. Some see Hezbollah as an essentially terrorist organization using an information age version of the asymmetric military methods seen as typical of non-state actors historically. This view of Hezbollah as an information age guerrilla force strengthens the case for a major redesign of the U.S. military to reposition it for irregular warfare. Its advocates differ in the particulars, but most would expand the Army and Marine Corps; reequip this larger ground force with lighter weapons and vehicles; restructure it to deemphasize traditional armor and artillery in favor of light infantry, civil affairs, military police, military advisor, and special forces capability; and reengineer training, doctrine, Service culture, recruitment, and promotion systems to stress low-intensity irregular warfare skills and methods rather than conventional combat. And major changes in the interagency process would be needed to replace a balkanized, slow-moving decision-making system with one agile and integrated enough to compete effectively with politically nimble, media savvy opponents in portraying the results of such warfare persuasively to public audiences overseas. If so, the needed changes in the defense program would be extremely expensive. Many would pay for this by scaling back or abandoning hi-tech air and naval modernization programs; reducing the size of the Air Force and oceangoing Navy; and cutting back the ground forces' training and preparation for conventional war fighting. The result would be a very different American military and defense establishment-from its size to its structure, equipment, people, and doctrine. Others, however, see Hezbollah's 2006 campaign as a major departure from the asymmetric methods of traditional terrorists or guerrillas and as a shift toward the conventional military methods normally associated with state actors. What is new in this account is how much the 2006 campaign differed from terrorist or guerrilla warfare information age or not-and how conventional and state-like the fighting was. This view of Hezbollah as a conventional army weakens the case for irregular warfare transformation. Instead it implies that a conventionally structured military is actually better suited for a future of non-state opponents than low-tech transformation advocates claim. Where capabilities for low intensity combat can be improved without undermining conventional performance this would always be wise, but many in this camp see sharp tradeoffs between the forces and training needed for irregular as opposed to conventional combat; if so, then radical transformation would be ill advised and traditional force structures, doctrines, and training are a better course for the future.

Visualizing what the future will hold, and what new threat vectors could emerge, is a task that traditional planning mechanisms struggle to accomplish given the wide range of potential issues. Understanding and preparing for the future operating environment is the basis of an analytical method known as Threatcasting. It is a method that gives researchers a structured way to envision and plan for risks ten years in the future. Threatcasting uses input from social science, technical research, cultural history, economics, trends, expert interviews, and even a little science fiction to recognize future threats and design potential futures. During this human-centric process, participants brainstorm what actions can be taken to identify, track, disrupt, mitigate, and recover from the possible threats. Specifically, groups explore how to transform the future they desire into reality while avoiding an undesired future. The Threatcasting method also exposes what events could happen that indicate the progression toward an increasingly possible threat landscape. This book begins with an overview of the Threatcasting method with examples and case studies to enhance the academic foundation.
