The recent ethnic violence in Kenya has been preceded by a process of territorialization and politicization of ethnicity. This study examines a marginalized part of Kenya, the semi-arid north inhabited by pastoralists of three language groups - speakers of Oromo, Somali, and Rendille. It spans different periods of time, from early processes of ethnic differentiation between groups, through the colonial period when differences were reflected in administrative policies, to recent times, when global minority discourses, particularly those related to Islam, are tapped by local political agents and ethnic entrepreneurs. A companion volume to Pastoralism and Politics in Northern Kenya and Southern Ethiopia, this book is based on over thirty-four years of field research and synthesizes findings from history and political anthropology. Günther Schlee is director of the Department of 'Integration and Conflict', Max Planck Institute for Social Anthropology, Halle, Germany; Abdullahi Shongolo is an independent scholar based in Kenya.

Book excerpt: In popular perception cultural differences or ethnic affiliation are factors that cause conflict or political fragmentation although this is not borne out by historical evidence. This book puts forward an alternative conflict theory. The author develops a decision theory which explains the conditions under which differing types of identification are preferred. Group identification is linked to competition for resources like water, territory, oil, political charges, or other advantages. Rivalry for resources can cause conflicts but it does not explain who takes whose side in a conflict situation. This book explores possibilities of reducing violent conflicts and ends with a case study, based on personal experience of the author, of conflict resolution. Günther Schlee was a Professor at Bielefeld until 1999. He currently is the director of the section Integration and Conflict at the Max Planck Institute for Social Anthropology, Halle, focusing on Africa, Central Asia, and Europe. His publications include Identities on the Move: Clanship and Pastoralism in Northern Kenya (International African Institute, 1989), How Enemies are Made (Berghahn, 2008), Rendille Proverbs in their Social and legal Context (with Karaba Sahado) and Boran Proverbs in their Cultural Context (with Abdullahi Shongolo) (both Cologne: Rüdiger Köppe).

The analysis is set against the background of a dramatic state remaking by a rebellion movement (the Ethiopian Peoples Revolutionary Democratic Front - EPRDF) that seized control of the Ethiopian state in 1991, after a decisive battlefield victory over an unpopular regime. The new government of former rebels pledged to institute a new system of ethnic self-governance that celebrated ethnic diversity with a firm pledge to guarantee basic human rights. After twenty-five years in office, however, the Ethiopian government is challenged by the resilience of identity-based inequalities it sought to end, and by protests against its own policies and practices that intensified inequality. The events in Ethiopia, reverberating throughout the Horn of Africa, have inspired polarized debates between academics, policy experts, political activists, and the media. Data D. Barata contributes to this debate through a nuanced ethnographic analysis of why identities with distinct notions of inequality persist, even after being attacked and ideologically repudiated. In many regions the seeds are now sown for lasting environmental crises that will affect local societies that have rarely been given opportunity to claim accountability from the state regimes and donors driving these changes.
