We propose a theory of how war victimization defines attitudes over the long run, and how these can be activated by changes in the political environment. We argue that exposure to violence by members of a different ethnic group generates hostility that spills over other outgroups; this latent hostility resonates with nationalist appeals to ingroup (national) identity against non-nationals. As a result, nationalist appeals transform latent attitudes into political support, leading to different behavioural patterns among victimized communities. To test our theory, we use a historical case of indiscriminate violence against civilians by French colonial troops in central Italy during the last phase of World War II. Using data on electoral outcomes and party platforms over the full postwar period from 1948 to 2018, we show that parties which increase the nationalist content of their electoral manifesto gain more votes in formerly victimized communities, compared to otherwise similar communities. We also discuss these dynamics in qualitative case studies of party repositioning, such as the transformation of the regionalist party Northern League into a radical right party with strong nationalist appeals. We show that the results are not driven by pre-war differences in political preferences, or in socio-economic characteristics.

Book excerpt: This book argues that nationalist violence in developed countries is the product of unresponsive political elites and nationalists blocked from attracting supporters through legal channels. Political elites are prone to ignoring a regional polity when their clout in that region is negligible and they do not rely on the region's support to maintain their positions of power. Conversely, when nationalists cannot make inroads through legal channels, incentives for violence are ripe. Thus, when nationalists in postwar Europe found elites unresponsive, it was state repression that helped radicals build a new group of support around militant action. The larger this new constituency legitimizing violence grew, the longer the conflict lasted. The book elucidates this complex dynamic through a deft combination of theoretical modeling, statistical methods and comparative case studies from the Basque Country, Catalonia, Corsica, Northern Ireland, Sardinia and Wales.

Finally, it appraises approaches that claim there is an inherent connection between nationalism and collective violence, arguing such connections are largely contingent.

When did guns and violence become a feature of American politics? Nathan Kalmoe and Lily Mason have been researching the increase in radical partisanship in American politics and the associated increasing propensity to support or engage in violence through a series of surveys and survey experiments for several years. Kalmoe and Mason argue that many Americans have become increasingly radical in their identification with their political party and more inclined to view partisans of the other party negatively as people. Their reactions to opposing political views give little room for respect or compromise and make increasing numbers of Americans more likely to either participate in political violence or to view those who do so on behalf of their party favorably.
