CHAPTER XIII THE RELATION BETWEEN THE SEXES When the first year of the war was nearing its close, a middle-aged American lady visiting in my home said to me: "Nowhere will the war bring about more radical change, more unexpected changes, than in the relations between the sexes." What way out will the millions of women find, who will more than ever have to give up all hope of realizing their longing for love and children? A few months later I had another American lady in my home, this time a young girl, who put the same question, only with the alteration natural to her age. "What will become of all us young girls who could formerly reasonably expect to marry, but who now see their chances infinitely diminished?" Millions of older women are wondering, as the first one did, for the sake of the younger ones; millions of younger women axe wondering for their own sakes. Quite a number of plans have already been suggested in Europe to relieve the abnormal sex conditions, which have, of course, met with a great deal of opposition. Some one in London has conceived the idea of founding a "society for the marrying of wounded heroes," an appeal to woman's selfsacrifice and patriotism to make the lives of these men bearable and to propagate children who will inherit their fathers' qualities of heroism. These wives who would, in most cases, have to become the supporters of their families, would, therefore, be paid a man's wages and would, in many cases, also be given a stipend to facilitate their marriage. To, therefore, mate men to women suitably, it is suggested to have committees of clergymen and physicians. For it is not proposed to let the parties choose themselves. Yet women's participation in warfare and peace campaigns has often been underestimated or ignored. Images of Women in Peace and War explores women's relationships to war, peace, and revolution, from the Amazons, Inka and Boadicea, to women soldiers in South Africa, Mau Mau freedom fighters and the protestors at Greenham Common. The contributors consider not only the reality of women's participation but also look at how their actions have been perceived and represented across cultures and through history. They examine how sexual imagery is constructed, how it is used to delineate women's relation to warfare and how these images have sometimes been subverted in order to challenge the status quo. The book raises important questions about whether women have a special prerogative to promote peace and considers whether the experience of motherhood leads to a distinctive women's position on war. The authors find that their analyses lead them to deal with arguments on the basic nature of the sexes and to reevaluate our concepts of "peace," "war," and "gender."

Book excerpt: Despite the liberalized reconfiguration of civil society and political practice in nineteenth-century Europe, the right to make foreign policy, devise alliances, wage war and negotiate peace remained essentially an executive prerogative. Citizen challenges to the exercise of this power grew slowly. Drawn from the educated middle classes, peace activists maintained that Europe was a single culture despite national animosities; that Europe needed rational inter-state relationships to avoid catastrophe; and that internationalism was the logical outgrowth of the nation-state, not its subversion. In this book, Cooper explores the arguments of these "patriotic pacifists" with emphasis on the remarkable international peace movement that grew between 1889 and 1914. While the first World War revealed the limitations and dilemmas of patriotic pacifism, the shape, if not substance, of many twentieth-century international institutions was prefigured in nineteenth-century continental pacifism.
