Aron's starting point is the state of nature that exists between nations, a condition that differs essentially from the civil state that holds within political communities. Ever keeping this brute fact about the life of nations in mind and ranging widely over political history and many disciplines, Aron develops the essential analytical tools to enable us to think clearly about the stakes and possibilities of international relations. In his first section, "Theory," Aron shows that, while international relations can be mapped, and probabilities discerned, no closed, global "science" of international relations is anything more than a mirage. In the second part, "Sociology," Aron studies the many ways various subpolitical forces influence foreign policy. He emphasizes that no rigorous determinism is at work: politics—and thus the need for prudent statesmanship—are inescapable in international relations. He investigates whether power parity and dissatisfaction with the status quo have an impact within Africa, the Far East, the Middle East and South America. Lemke argues that there are similarities across these regions and levels of power, and that parity and dissatisfaction are correlates of war around the world. The extent to which they increase the risk of war varies across regions, however, and the book looks at the possible sources of this cross-regional variation, concluding that differential progress toward development is the likely cause. This book will interest students and scholars of international relations and peace studies, as well as comparative politics and area studies.

The risk of violent conflict and other threats to international order presents a vexing dilemma: should the United States remain the principal guarantor of global peace and security with all its considerable commitments and potential pitfalls––not least new and costly military entanglements––that over time diminish its capacity and commitment to play this vital role or, alternatively, should it pull back from the world in the interests of conserving U.S. power, but at the possible cost of even greater threats emerging in the future? Paul B. Stares proposes an innovative and timely strategy—“preventive engagement”—to resolve America’s predicament. This approach entails pursuing three complementary courses of action: promoting policies known to lessen the risk of violent conflict over the long term; anticipating and averting those crises likely to lead to costly military commitments in the medium term; and managing ongoing conflicts in the short term before they escalate further and exert pressure on the United States to intervene. In each of these efforts, forging “preventive partnerships” with a variety of international actors, including the United Nations, regional organizations, nongovernmental organizations, and the business community, is essential.
