Theodore Friend examines Japanese colonialism in Indonesia and the Philippines as an example of recurring patterns of domination and repression in that region. He depicts Japanese rule in Greater East Asia as expressive of the folly of the general who exhorted his troops "to annihilate the blue-eyed enemy and their black slaves." At the same time he clearly shows where the return of Western power aimed at new links between conqueror and conquered, or lords and bondsmen. Throughout the work one encounters an infectious sympathy for those afflicted by imperialism and racism from whatever source, at whatever time. The book is based on documentary research in Japan, Indonesia, and the Philippines, as well as in the United States and the Netherlands, and on over one hundred interviews with major actors and key observers of the era. The analysis balances an eclectic use of social science perspectives with a humanistic concreteness, and leads to new understanding of leaders like Sukarno and Hatta, Jose P. Laurel and Benigno Aquino, Sr., and Generals Yamashita and MacArthur. As comparative tropical history, it elucidates the contrasting cultural traditions and political psychologies of Indonesia and the Philippines and explains why 1945 was a year of dramatic contrast: "reoccupation" and revolution for the first country, and "liberation" and restoration for the latter. These were trials conducted by Asians, not Western powers, and centered on the abuses suffered by local inhabitants rather than by prisoners of war. Her impressively researched work reveals the challenges faced by the Philippines, as a newly independent nation, in navigating issues of justice amid domestic and international pressures. Chamberlain highlights the differing views of Filipinos and Japanese about the trials. The Philippine government aimed to show its commitment to impartial proceedings with just outcomes. In Japan, it appeared that defendants were selected arbitrarily, judges and prosecutors were biased, and lower-ranking soldiers were punished for crimes ordered by their superior officers. She analyzes the broader implications of this divergence as bilateral relations between the two nations evolved and contends that these competing narratives were reimagined in a way that, paradoxically, aided a path toward postwar reconciliation.

The first Filipino to graduate from West Point and a graduate of the U.S. Army War College, Lim figured in every significant military development in the Philippines during his thirty years in uniform. Frustrated Ambition is the first in-depth biography of this forgotten figure, whose career paralleled the early-twentieth-century history of the Philippine military. As independence seemed increasingly likely for the Philippines in the 1930s, Lim positioned himself to take a leading role in developing armed forces for a sovereign nation. But as Lim maneuvered behind the scenes, Manuel L. Quezon, soon to be the commonwealth president, revealed that he had invited General Douglas MacArthur to serve as military adviser to the Philippines. Frustrated Ambition corrects the conventional historical narrative of events thereafter—one that emphasizes the failure of the nascent Philippine military under MacArthur and inflates the general’s heroic role in the defense of Bataan and Corregidor. Book excerpt: Exploring the inner workings of the "special relationship" of the United States and the Philippines, this book challenges the accepted view that portrays the relationship as one of colonial domination and exploitation, with the United States controlling the Philippines for economic and geopolitical gain. Using Philippine sources released since the 1986 revolution and recently declassified U.S. records, the author finds instead a complex structure that allowed both nations to attain their most cherished goals while sacrificing interests of lesser importance. The United States obtained a military base complex it considered essential for the projection of American power in Asia. In return, the Philippines received a favored position in the American market and billions of dollars in economic and military aid. The Philippine elite manipulated the relationship and their nation's economy, creating a "crony capitalist" system that protected a traditional social order from the demands of a restive peasantry and an emerging Filipino-Chinese middle class. Though U.S. policy made crony capitalism possible, it could also threaten it, and Filipinos learned how to steer U.S. policy along lines advantageous to themselves by resorting to nonconfrontational resistance - thwarting development plans, harassing American businesses, diverting aid, restricting trade, and making military bases the target of nationalist attacks. The author rejects the myth that U.S. policy supported economic exploitation, finding instead that American business interests were docile bystanders sacrificed to U.S strategic imperatives. But American policymakers tolerated the manipulations that allowed Filipino oligarchs to plunder the economy and reinforce their political and economic dominance. The book thus forces us to rethink conventional assumptions about dependent relationships, and shows that generalizations about client states need to be qualified by considerations of culture and political economy.
