Book excerpt: Excerpt from War Costs and Their Financing: A Study of the Financing of the War and the After-War Problems of Debt and Taxation The effort has been made in this volume to present in broad outline the salient features of war finance and some of the financial problems now confronting the United States and the leading nations of Europe. Although it is still too early to assess accurately the relative importance of various economic and financial measures and events, there is a certain gain in recording them while they are still fresh in mind. Many events were so extraordinary, and the measures taken to cope with them so unprecedented, that much time and study will be required finally to determine their part in the World War. But that they played an important role in determining the outcome of the struggle is clear. The "silver bullets" were equally decisive with those of lead or steel in deciding the victory. Never before were the differences between a good and a vicious theory of war finance so important and so far-reaching, for never before have war expenditures reached such stupendous figures. It had been hoped that the wide ramifications of international credit and trade would constitute an effectual guarantee against war, but this hope was rudely dashed. Again, when war actually began, it was confidently predicted that the financial exhaustion of the belligerents would bring it to an end after a few months, but events proved these prophecies also false. A constantly recurrent problem throughout the whole war was the question as to whence came the enormous sums which were expended with such reckless prodigality. The conventional wisdom suggests that the move to an all-volunteer force and unmanned technologies such as drones have reduced the apparent burden of war so much that they have allowed these conflicts to continue almost unnoticed for years. Taxing Wars suggests that the burden in blood is just one side of the coin. The way Americans bear the burden in treasure has also changed, and these changes have both eroded accountability and contributed to the phenomenon of perpetual war. Sarah Kreps chronicles the entire history of how America has paid for its wars-and how its methods have changed. Early on, the United States imposed war taxes that both demanded sacrifices from all Americans and served as reminders of their participation. Indeed, thinkers from Immanuel Kant to Adam Smith argued that these reminders were exactly the reason why democracies tended to fight shorter and less costly wars. Bearing these burdens caused the populace to sue for peace when the costs mounted. Leaders in a democracy, responsive to their citizens, would have incentives to heed that opposition and bring wars to as expeditious an end as possible. Since the Korean War, the United States has increasingly moved away from war taxes. Instead, borrowing-and its comparatively less visible connection with the war-has become a permanent feature of contemporary wars. The move serves leaders well because reducing the apparent burden of war has helped mute public opposition and any decision-making constraints. But by masking accountability, however, the move away from war taxes undermines the basis for democratic restraint in wartime. Contemporary wars have become correspondingly longer and costlier as the public has become disconnected from those burdens. Given the trends identified in Taxing Wars, the recent past-epitomized by our lengthy wars in Afghanistan and Iraq-is likely to be prologue.

Instead, the book argues that the public makes reasoned and reasonable cost-benefit calculations for their continued support of a war based on the justifications for it and the likelihood it will succeed, along with the costs that have been suffered in casualties. Of these factors, the book finds that the most important consideration for the public is the expectation of success. If the public believes that a mission will succeed, the public will support it even if the costs are high. When the public does not expect the mission to succeed, even small costs will cause the withdrawal of support. Providing a wealth of new evidence about American attitudes toward military conflict, Paying the Human Costs of War offers insights into a controversial, timely, and ongoing national discussion.

Yet even as President Bush campaigns on promises of national security, his administration is cutting taxes and increasing deficit spending, resulting in too little money to eradicate terrorism and a crippling burden of national debt for future generations to pay. The Real Price of War breaks down billion-dollar government expenditures into the prices individual Americans are paying through their taxes. Goldstein estimates that the average American household currently pays $500 each month to finance war. Beyond the dollars and cents that finance military operations and increased security within the U.S., the War on Terror also costs America in less tangible ways, including lost lives, reduced revenue from international travelers, and budget pressures on local governments. The longer the war continues, the greater these costs. In order to win the war faster, Goldstein argues for an increase in war funding, at a cost of about $100 per household per month, to better fund military spending, homeland security, and foreign aid and diplomacy. Americans have been told that the War on Terror is a war without sacrifice. But as Goldstein emphatically states: “These truths should be self-evident: The nation is at war. The war is expensive. Someone has to pay for it.”
