He then highlights some of South Africa's legal institutions, particularly its racially discriminatory laws, and traces the historical forces behind racially discriminatory labor law. Finally, Williams summarizes recent changes to apartheid laws and offers a general discussion of the lessons about racial relations that can be drawn from the South African experience.

'Ungovernability', once generated, is not readily reversed. For this new edition, Anthea Jeffery has revised and abridged her seminal work. She has also included a brief overview of the ANC's National Democratic Revolution for which the people's war was intended to prepare the way. Since 1994, the NDR has been implemented in many different spheres. It is now being speeded up in its second and more radical phase.

English House of Commons questions were asked about that point in 1890 and 1895, Conservative and Liberal State Secretaries declared that no reservation of the Queen's suzerainty was expressed in the new Treaty of 1884 j and that, although Her Majesty retains the power of refusing to sanction cert in treaties, it is "a cardinal principle of that settlement that the internal government and legislation o the South African Republic shall not be interfered with." It is idle, therefore, to say--as Mr. Chamberlain has done--that if the Treaty of 1884 had abolished the Preamble of 1881, " by parity of reason it must be assumed to have a so abolished the right of self-government which was embodied in the same sentence." In no Court of Justice would such reasoning be adopted. The suzerainty having been rtrnck out, and the South African Republic having been restored, that Commonwealth eo ipso reverted to its independence and its right of self-government. For the fact of the suzerainty having been abolished further signal proof can be given, which, so far as I know, has been overlooked even by the eminent legalists of both the Liberal and the Conservative party, who have otherwise taken the correct view. The additional decisive argument is this. Under the Convention of 1881, as already said, there was a British Resident at Pretoria, as representative of the Suzerain. A "Resident" marks the State in which he is appointed, as a vassal or feudatory one. British Residents are in the Feudatory States of India, because these States are vassal ones. Book excerpt: A war without pity on the South African veldt George Witton was a member of the Bushveldt Carbineers-a mounted, highly mobile unit trained to hunt down its Boer counterparts of the Commandos during the Boer War at the turn of the 20th century. Theirs was no 'gentleman's war' which took account of for fair play and the rules of war-it was a 'kill or be killed' existence of ambushes, night attacks and summary executions in which neither side could claim non-participation. War became a personal business for Witton and his fellow Carbineers-Morant and Handcock-as brother officers were found murdered and brutalised and prisoners were caught bearing their personal effects. Matters came to a head with the infamous courts-marshal of some of the Bushveldt Carbineers and the execution of some and imprisonment of others in a scandal that rocked the British Empire and struck to the core of the relationship between the mother country and one of its most loyal colonies.
