Book Wages and Unemployment in Poland

Download or read book Wages and Unemployment in Poland written by Fabrizio Coricelli and published by World Bank Publications. This book was released on 1992 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: Unemployment has increased dramatically with stabilization, mainly because of a generalized contraction in output, rather than a sectoral restructuring or a massive shedding of labor. Real wages fell sharply, and the wage policy has become a delicate political issue. One prescription for reducing the drawbacks in current wage policy is to replace that policy with a generalized agreement on the wage path, with synchronized six-month contracts. Such an agreement might be seen as a consensual agreement - a "social pact" - rather than as a punitive tax.

Chapter three explores distributional consequences of transition.

Book The Subjective Experience of Joblessness in Poland

Download or read book The Subjective Experience of Joblessness in Poland written by Irina Tomescu-Dubrow and published by Springer. This book was released on 2019-05-07 with total page 179 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book describes the experience of joblessness and unemployment in contemporary Poland. It does so by combining qualitative and quantitative data from a special project conducted in Poland after the Great Recession and the long-term Polish Panel Survey (POLPAN) to describe the lives of the jobless: women and men currently out of work, the recently re-employed, and housewives. The book uses a class and inequality perspective to investigate how these women and men became jobless, how they look for and find employment, their household and social activities, and their political participation. It contextualizes these experiences with a description of Poland’s economy, labor market and employment policies after the fall of Communism and builds on the active interviewing and social constructionist approaches to explore the complex interviewer-respondent relationship.

Book excerpt: This paper analyzes the Polish wage curve using individual data from the Polish Labor Force Survey (LFS) at the 16 NUTS2 regions over the period 1999-2010. This survey does not gather information on wages of self-employed or paid family workers. After excluding the unemployed, inactive and missing observations, we are left with over 102,924 observations. We find evidence in favor of the Polish wage curve with an unemployment elasticity of -0.06. We also find that males in Poland are significantly more responsive to local unemployment rates (-0.08) than their female counterparts (-0.04). Moreover, if the lagged unemployment rate is used as an instrument for current unemployment rate, we find that the unemployment elasticity increases substantially for less experienced and temporary workers.

This book was released on 2019-02-05 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues papers review factors that drive wage growth in Poland and studies structural characteristics and firm-level total factor productivity (TFP) in Poland and Emerging Europe. The increase in real unit labor costs (RULC) occurred alongside an unprecedently tight labor market. The study highlights that the more subdued RULC dynamics compared with the pre-crisis period, despite the now-lower unemployment rate, may reflect the recent influx of foreign workers. In order to more systematically identify the long- and short-term drivers of Polish wages, an Error-correction model has been used. Analyses presented in the paper using both Statistics Poland and Orbis data show that foreign-owned firms are associated with strong TFP performance through above-average TFP levels and growth rates. The findings suggest the need to create an environment conducive to entrepreneurship by reducing barriers to entry and ensuring a level playing field between state owned and private firms, while also avoiding barriers to scaling up businesses while encouraging investments in innovation and research and development.

Book excerpt: This paper argues that the brunt of the reform-induced increase in Polish social expenditures has been borne by social insurance arrangements (mainly pensions and unemployment compensation) rather than by social assistance schemes targeted to the poor or more temporary social safety net schemes. This is largely due to ease of access to social security and its more attractive benefit structure. Much of recent social expenditure reform had an ad-hoc nature and was driven by the need to alleviate looming financial distress. A major policy challenge is to avoid a further burdening of social security by needs that should be addressed by basic income support and emergency assistance policies or by general transfers (e.g., family allowances). Current reform needs are illustrated by using unemployment benefits and pensions as examples.

Book Individual Pay and Outside Options

Download or read book Individual Pay and Outside Options written by Fiona Duffy and published by . This book was released on 2001 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using Polish Labour Force Survey data, we examine whether competition for labour has induced individual pay to depend on outside options, availability and quality of jobs. Exploiting the lack of inter-regional job and worker flows we estimate the elasticity of individual pay, amongst a rich set of individual characteristics, to be approximately - 0.1 for local unemployment (job shortages) and + 0.1 for local job reallocation (restructuring). Variations in local labour market conditions explain approximately 50 per cent of the differences in expected individual earnings across regions, while differences in inherited human capital and occupation structures explain the rest.

Book The Wage Curve in Poland in 1995 2005

Download or read book The Wage Curve in Poland in 1995 2005 written by Aleksandra Rogut and published by . This book was released on 2007 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main aim of the paper is to check if wages have adjusted to the situation on local labour market in Poland during the last ten years. According to Blanchflower and Oswald there exists a nonlinear and downward-sloping relationship between the situation on the regional labour market and the level of pay. The analyses conducted in the paper confirm the negative and statistically significant relation between wages and unemployment, even though this relation is quite weak. More important for the regional diveristy of wages in Poland is the level of labour productivity and the employment structure. The results show also that elasticity of wages was not constant over time. In 1999-2001 when the unemployment rates in all regions were increasing the relation between wages and unemployment was very weak, which indicates that wages in Poland are downward rigid.

Book Wage and Pension Pressure on the Polish Budget

Download or read book Wage and Pension Pressure on the Polish Budget written by Alain de Crombrugghe and published by . This book was released on 2016 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Poland's current economic recovery should create jobs, not raise wages. Ensuring equitable opportunities for all requires moderating the income claims of the best - protected groups - reforming the pension system. After Poland's remarkable stabilization and liberalization in 1990, the economy faced three related problems: high wage and pension claims, a rising number of pensioners and unemployed workers, and a budget crisis, especially in 1991 and 1992. De Crombrugghe studies the role that wage and pension pressures played in this crisis. He also explains the persistence of the high tax wedge that later helped overcome the budget crisis. The positive effect on revenues of higher wages and higher tax rates could not compensate for both the inevitable loss in profit taxes and the excessive growth of spending on replacement income.Counterfactuals constructed for revenue and spending show the rising number of social benefit earners (pensions, unemployment) to be responsible for much of the budgetary burden. But they also show that the better protection of social income (over other income) explains part of the burden.Part of the employment loss and social spending can be ascribed to the excessive wage recovery of late 1990 and 1991. Insiders set wages ignoring the unemployed and exploiting the pension system in a context of uncertainty about profits and productivity, at a time when there was strong popular support for the protection of replacement income.De Crombrugghe recommends pension reform and caution about wages: the current economic recovery should create jobs, not raise wages, he says, and ensuring equitable opportunities for all requires moderating the income claims of the best-protected groups. This paper - a joint product of the Office of the Senior Vice President, Development Economics and Chief Economist, and Research Advisory Staff - is part of Fiscal Reform in Poland (RPO 678-96), a study funded by the Bank's Research Support Budget.

Book A Regional Analysis of Wage Determination in Poland

Download or read book A Regional Analysis of Wage Determination in Poland written by Fiona Duffy and published by . This book was released on 2000 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: A simple model of wage setting and restructuring predicts that the average wage level in a regional labour market in Polen, among other factors, will be negatively related to the unemployment rate and positively related to the degree of regional restructuring. As in Blanchflower and Oswald (1994), the estimated unemployment elasticity of pay across regions is approximately - 0.1.Workers in low unemployment regions earn more pay indicating the presence of profit sharing. Workers in more restructured regions are shown to receive higher premiums in pay in pay indicating compensation for exposure to risk during restructuring.
