Melvin Reder examines the effect of the absence of the profit motive on employment and wage determination in the public sector. Book excerpt: "The nonprofit sector's share of wage and salary employment in the U.S. has increased over time, from about five 5 and a half percent in the mid-1990s to 7 percent in 2015. This paper surveys the literature and presents new evidence on the employment and earnings of workers in the nonprofit sector since 1994. As compared to the private for-profit sector, nonprofits have a more educated and older workforce, with employment concentrated in health, education, and service occupations and industries. Standard wage level analysis indicates lower wages for men employed in nonprofits compared to male for-profit workers with similar measured attributes. No such penalty is found for women. Based on panel estimates of wage changes, we find no substantive wage penalties for either women or men moving between jobs in and outside the nonprofit sector. We conclude that wages in the nonprofit and for-profit sectors, on average, differ little for similar workers and jobs."--Abstract.

In health care, education, culture, and religion, we trust not-for-profit firms to serve the interests of their donors, customers, employees, and society at large. We know that such firms don't try to maximize profits, but what do they maximize? This book attempts to answer that question, assembling leading experts on the economics of the not-for-profit sector to examine the problems of the health care industry, art museums, universities, and even the medieval church. Contributors look at a number of different aspects of not-for-profit operations, from the problems of fundraising, endowments, and governance to specific issues like hospital advertising. The picture that emerges is complex and surprising. In some cases, not-for-profit firms appear to work extremely well: competition for workers, customers, and donors leads not-for-profit organizations to function as efficiently as any for-profit firm. In other contexts, large endowments and weak governance allow elite workers to maximize their own interests, rather than those of their donors, customers, or society at large. Taken together, these papers greatly advance our knowledge of the dynamics and operations of not-for-profit organizations, revealing the under-explored systems of pressures and challenges that shape their governance.

Book excerpt: This project proposes to study the impact of mandatory minimum wage increases on nonprofit organizations. Effects of minimum wage increases on for-profits will be used for comparison. A non-probability, purposive survey of 10 nonprofit and 10 for-profit CEO’s will be proposed to compare-and-contrast wage hike effects, specific to those sectors. Resource mobilization and human resource development theories have provided the framework for this study. The research indicates that minimum wage increases generally hurt nonprofits, as revenue streams are often fixed or limited, and do not cover wage increases, increases in taxes, and benefits. More research will need to be done in this area, as this is a relatively recent phenomenon. In the for-profit sector, the research is mixed on the effects of minimum wage hikes. The effects of minimum wage increases vary from region-to-region, as some areas have incorporated increases of funding into contracts to cover wage/cost of living increases, while many regions have not. Legislative policies on minimum wage also vary from region-to-region, leading to variable outcomes for nonprofits, depending on their specific region.

Book excerpt: The authors use 1993-94 and 1999-2000 India Employment and Unemployment surveys to investigate wage differentials between the public and private sectors as well as workers' decisions to join a particular sector. To obtain robust estimates of the wage differential, they apply three econometric techniques each relying on a different set of assumptions about the process of job selection. All three methods show that differences in wages between public sector workers and workers in the formal-private and informal-casual sectors are positive and high. Estimates show that, on average, the public sector premium ranges between 62 percent and 102 percent over the private-formal sector, and between 164 percent and 259 percent over the informal-casual sector, depending on the choice of methodology.
