Book excerpt: Vulnerability, Extremism, and Schooling: Restorative Practices, Policy Enactment, and Managing Risk documents and analyzes efforts by educational policymakers to combat susceptibility to extremism within disadvantaged communities. Schools worldwide are increasingly enlisted in the efforts of nation-states to prevent or counter violent extremism. However, since extremism is a notoriously complex and difficult concept to define, attempts to counter violent extremism are inevitably entangled in issues of political and social power. Through the lens of affective governance—which refers to a style of governing emphasizing the emotional and psychological needs of citizens, as well as their sense of connection and belonging to their community—this book draws attention to how policy enactment can be closely aligned with government agendas revolving around the management of risk. The authors argue that extremism is closely tied to systemic marginalization and, while efforts to combat a susceptibility to extremism are important, so is a continual critique of such efforts. This is especially true when approaches are aimed at populations who are already marginalized.

The committee offers an example for a public health strategy that may serve as a base from which plans to prevent and respond to the psychological consequences of a variety of terrorism events can be formulated. The report includes recommendations for the training and education of service providers, ensuring appropriate guidelines for the protection of service providers, and developing public health surveillance for preevent, event, and postevent factors related to psychological consequences.

This book explores the relationship of education to extremism and examines how education could counter its more dangerous forms. Formal education does little to prevent people joining extremist groups. Neither does it equip young people to analyze fundamentalism. We have seen attacks by suicide bombers who had their schooling in state systems, including in England. It is clear that more is needed than merely literacy. Global communications technologies mean that the way young people organize for either peace or terrorism lies mostly outside the school. But this does not mean that schools are without power. Lynn Davies proposes a very different educational strategy to the conventional tolerant multiculturalism that pertains in the west. The task--a challenging one--is to politicize young people without cementing uncritical acceptance of single truths. The chapters cover: the nature of extremism and myth-making; identity and belonging; religious belief and faith schools; justice and revenge; free speech; humor and satire; and critical thinking and critical (dis)respect In proposing an education which allows for alternatives and ambiguity, the book argues for the centrality of political education, media education and active citizenship education, as well as critical and comparative religious education, all firmly based on a universal value position around human rights. A strong civil society is one that is not afraid to critique but which has people with the skills and dispositions to engage in this without violence.

Book excerpt: In compiling this annotated bibliography on the psychology of terrorism, the author has defined terrorism as "acts of violence intentionally perpetrated on civilian noncombatants with the goal of furthering some ideological, religious or political objective." The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.

It further highlights the complexities and implications for Muslim leaders when trying to simultaneously engage police and appease their own communities; the book exposes community perceptions of an over-reaction by authorities that has moved suspicion from a handful of terrorists to the entire Muslim community, resulting in problematic community perceptions that Muslim communities are being targeted by police. The findings suggest that the intentionality of police is a highly significant consideration in trust negotiations, and reveals a number of cultural preferences considered critical to trust negotiations. The book further highlights opportunities to enhance the development of trust and avoid pitfalls that can be problematic to community engagement. Book excerpt: A groundbreaking investigation into why so many Islamic radicals are engineers The violent actions of a few extremists can alter the course of history, yet there persists a yawning gap between the potential impact of these individuals and what we understand about them. In Engineers of Jihad, Diego Gambetta and Steffen Hertog uncover two unexpected facts, which they imaginatively leverage to narrow that gap: they find that a disproportionate share of Islamist radicals come from an engineering background, and that Islamist and right-wing extremism have more in common than either does with left-wing extremism, in which engineers are absent while social scientists and humanities students are prominent. Searching for an explanation, they tackle four general questions about extremism: Under which socioeconomic conditions do people join extremist groups? Does the profile of extremists reflect how they self-select into extremism or how groups recruit them? Does ideology matter in sorting who joins which group? Lastly, is there a mindset susceptible to certain types of extremism? Using rigorous methods and several new datasets, they explain the link between educational discipline and type of radicalism by looking at two key factors: the social mobility (or lack thereof) for engineers in the Muslim world, and a particular mindset seeking order and hierarchy that is found more frequently among engineers. Engineers' presence in some extremist groups and not others, the authors argue, is a proxy for individual traits that may account for the much larger question of selective recruitment to radical activism. Opening up markedly new perspectives on the motivations of political violence, Engineers of Jihad yields unexpected answers about the nature and emergence of extremism.
