Edward Aspinall and Ward Berenschot assess the informal networks and political strategies that shape access to power and privilege in the messy political environment of contemporary Indonesia. In post-Suharto Indonesian politics the exchange of patronage for political support is commonplace. Clientelism, argue the authors, saturates the political system, and in Democracy for Sale they reveal the everyday practices of vote buying, influence peddling, manipulating government programs, and skimming money from government projects. In doing so, Aspinall and Berenschot advance three major arguments. The first argument points toward the role of religion, kinship, and other identities in Indonesian clientelism. Book excerpt: Election as a form of direct political participation is considered as the chance to participate in determining the political outcome. Through election, all people of the region exercised their rights in choosing their representatives in a governmental body that is expected to actualise their aspirations and solve their problems. This study aims to investigate the voting behaviour of the Melayu, Dayak and Chinese ethnic groups in 2006 Sambas regency election in Indonesia. The candidates who contested in the Sambas Regency election in 2006 were all from the Melayu ethnic group. The absence of other ethnic groups in the candidacy for the election raises questions such as how was the participation of other ethnic groups in the election, and how the candidates represented the interests of other ethnic groups in the region. In order to study the general tendency of the voting behaviour in the Sambas regency election, this research is conducted using the quantitative approach. A survey method was used to collect data using a set of questionnaire related to the research question that was given to 270 respondents. Apart from the primary data, a host of secondary data was collected from the Sambas Regency Election Commission and from the Sambas Regency government. The results of this research shows that firstly, in a local election, the society or the voters play an important factor in determining the winning of a particular candidate. Secondly, there are various factors that function as the main considerations for the voters or the society in choosing a candidate. The factors are ethnic affiliation, social economic status and social location. Thirdly, there is correlation between independent variable toward dependent variable. Fourth is the total percentage of the correlation between the independent variables (ethnic affiliation, social economic status and social location) toward dependent variable (candidate orientation) is 9.80%. The fifth point is the ethnic affiliation does not have a significant correlation toward candidate orientation in the Sambas regency election 2006. The Sixth point is that the social economic status has a significant correlation toward candidate orientation in the Sambas regency election 2006.

It addresses these central issues in the context of comparative studies of vote buying, arguing that although party loyalists are disproportionately targeted in vote buying efforts, in total numbers—given the relatively small number of party loyalists in Indonesia—vote buying hits more uncommitted voters. It also demonstrates that the effectiveness of vote buying on vote choice is in the 10 percent range, which is sufficient for many candidates to secure a seat and thus explains why they still engage in vote buying despite high levels of leakage. Despite this trend, Indonesians have become more, rather than less, satisfied with their country's democratic practice. What accounts for this puzzle? Unity Through Division examines an overlooked aspect of democracy in Indonesia: political representation. In this country, an ideological cleavage between pluralism and Islamism has long characterized political competition. This cleavage, while divisive, has been a strength of Indonesia's democracy, giving meaning to political participation and allowing a degree of representation not often observed in young democracies. While the recent resurgence of radical Islam and political polarization in Indonesian politics may have contributed to democratic erosion, these factors have simultaneously clarified political alternatives and improved perceptions of representation, in turn bolstering democratic participation and satisfaction. Book excerpt: Decentralization reforms in Indonesia have empowered local government with substantial powers. Local politics therefore constitutes a privileged arena for the study of democratic consolidation in this country. Research on local Indonesian politics is based almost exclusively on case-study analysis and qualitative work. As a result, while we have accumulated considerable knowledge on political elites, we know little about ordinary voters. This paper analyses a rich, original dataset with survey data from the cities of Medan in North Sumatra, Samarinda in East Kalimantan, and Surabaya in East Java. These three surveys, fielded shortly after the implementation of local direct elections on 9 December 2015, offer an unprecedented opportunity to learn about how various aspects of local politics are experienced by voters. After an introduction on local direct elections and the three field sites, I focus on the main themes emerging form survey data, namely evaluation of local government, experience of electoral campaigns, and voting behaviour. Findings reveal commonalities and differences in local politics across the three cities. Voters in Medan, Samarinda and Surabaya are rather similar in their evaluation of the strengths and weaknesses of local government performance, in their experience of electoral campaigns, in how they account for voting choices and evaluate candidates. However, they also differ in their satisfaction with and trust in local institutions, and in their degree of political interest, participation, and knowledge. The paper concludes with a discussion of the relevance of the finding for our understanding of Indonesian politics.
