Book Cognitive Dissonance and Voter Behavior Toward School Budgets

Download or read book Cognitive Dissonance and Voter Behavior Toward School Budgets written by Clifford Erie Eberhardt and published by . This book was released on 1972 with total page 366 pages. Available in PDF, EPUB and Kindle. Book excerpt: Problem School districts need information on how to better communicate with voters because budgets are being defeated. Budgets are growing larger as schools require an increasing level of financial support to respond to societal changes. This research focused primarily on the published school budget because in the state of Oregon the present basis for communicating with voters is primarily through the school budget. The study attempts to determine: (1) how the present and modified budget format were used by undecided voters. (2) if it was possible to identify the undecided voter by common characteristics, and attitudes toward education and school expenditures. V (3) if the typical undecided voter possesses a common value structure which will provide school boards with clues for improving communication procedures. Methodology Two Likert type attitude scales were generated and administered along with the Rokeach Value Scale to 358 subjects who were identified as potentially undecided (information seeking) voters by previously published research. The attitude scales were designed to identify those voters who were undecided because of conflicting attitudes concerning the need to improve schools and the need to avoid high taxes. Research has indicated that people holding conflicting attitudes will be highly receptive to information which can be used to resolve this conflict (dissonance). The 28 subjects with conflicting attitudes were identified by the initial administration of the two attitude scales and three weeks or more later were interviewed, given two different budget summary formats, asked to answer questions on the content of the budget and take the attitude tests a second time. Findings (1) The more graphic budget format did not provide significantly more intelligible data on the school budget. (2) Information communicated by the traditional budget format and a graphic variation of that format did not change the attitudes of the undecided voters. (3) The rankings of selected values were not correlated with the attitudes of subjects. (4) The undecided voters were found to possess a number of common characteristics. The undecided voter has a positive attitude toward the schools, is more often female than male, is older than the average voter, has fewer children in school and uses the newspaper as a primary source of school information. (5) In cases where the differences between the attitudes were reduced, this reduction did not create a more positive attitude toward education or school expenditures. Conclusions The present budget format is not an effective communications device. Undecided voters attitudes toward education were more positive than those of the general population used in the study. Data may be better transmitted by a partially graphic budget format, although the study showed that the data is not a significant factor in the voter's decision on the school budget. It was found that the undecided subjects were polarized in terms of their values structure. One group put a high value on freedom and equality. For the other group, the values had little significance. Implications School districts need to: (1) move toward program budgeting in order to answer the taxpayer's questions about cost effectiveness. (2) provide voters with answers regarding the effectiveness of the district's programs.

Book Guidelines for Public Expenditure Management

Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

Book Democracy Reinvented

Download or read book Democracy Reinvented written by Hollie Russon Gilman and published by Brookings Institution Press. This book was released on 2016-01-05 with total page 274 pages. Available in PDF, EPUB and Kindle. Book excerpt: Participatory Budgeting—the experiment in democracy that could redefine how public budgets are decided in the United States. Democracy Reinvented is the first comprehensive academic treatment of participatory budgeting in the United States, situating it within a broader trend of civic technology and innovation. This global phenomenon, which has been called "revolutionary civics in action" by the New York Times, started in Brazil in 1989 but came to America only in 2009. Participatory budgeting empowers citizens to identify community needs, work with elected officials to craft budget proposals, and vote on how to spend public funds. Democracy Reinvented places participatory budgeting within the larger discussion of the health of U.S. democracy and focuses on the enabling political and institutional conditions. Author and former White House policy adviser Hollie Russon Gilman presents theoretical insights, indepth case studies, and interviews to offer a compelling alternative to the current citizen disaffection and mistrust of government. She offers policy recommendations on how to tap online tools and other technological and civic innovations to promote more inclusive governance. While most literature tends to focus on institutional changes without solutions, this book suggests practical ways to empower citizens to become change agents. Reinvesting in Democracy also includes a discussion on the challenges and opportunities that come with using digital tools to re-engage citizens in governance.

Book Election Timing

    Book Details:
  • Author : Alastair Smith
  • Publisher : Cambridge University Press
  • Release : 2004-07-19
  • ISBN : 9780521833639
  • Pages : 298 pages

Download or read book Election Timing written by Alastair Smith and published by Cambridge University Press. This book was released on 2004-07-19 with total page 298 pages. Available in PDF, EPUB and Kindle. Book excerpt: Endogenous election timing allows leaders to schedule elections 'when the time is right'. The author proposes and tests an informational theory of endogenous election timing that explains when leaders call for elections and the consequences of their decisions. In particular, he argues that, if all else is equal, leaders announce elections when they anticipate a decline in their future performance. As a consequence, early elections signal a leader's lack of confidence in future outcomes. The earlier elections occur, relative to expectations, the stronger the signal of demise. Using data on British parliaments since 1945, the author tests hypotheses related to timing of elections, electoral support and subsequent economic performance. Leaders who call elections early (relative to expectations) experience a decline in their popular support relative to pre-announcement levels, experience worse post-electoral performance, and have shorter campaigns.

Book Participatory Budgeting in Europe

Download or read book Participatory Budgeting in Europe written by Yves Sintomer and published by Routledge. This book was released on 2016-03-10 with total page 386 pages. Available in PDF, EPUB and Kindle. Book excerpt: Can participatory budgeting help make public services really work for the public? Incorporating a range of experiments in ten different countries, this book provides the first comprehensive analysis of participatory budgeting in Europe and the effect it has had on democracy, the modernization of local government, social justice, gender mainstreaming and sustainable development. By focussing on the first decade of European participatory budgeting and analysing the results and the challenges affecting the agenda today it provides a critical appraisal of the participatory model. Detailed comparisons of European cases expose similarities and differences between political cultures and offer a strong empirical basis to discuss the theories of deliberative and participatory democracy and reveal contradictory tendencies between political systems, public administrations and democratic practices.

Book Parties Rules and the Evolution of Congressional Budgeting

Download or read book Parties Rules and the Evolution of Congressional Budgeting written by Lance T. LeLoup and published by . This book was released on 2005 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Parties, Rules, and the Evolution of Congressional Budgeting traces how Congressional macrobudgeting has fundamentally changed the way in which Congress frames and enacts budget choices. Included in the analysis are the 1974 Budget Act, the Reagan tax cuts in 1981, Gramm-Rudman-Hollings mandatory deficit reduction plan of 1985, the Bush and Clinton deficit reduction packages in 1990 and 1993, the balanced budget agreement in 1997, and the Bush tax cuts in 2001 and 2003. Analyzing the transition from a fragmented to a more centralized process reveals that macrobudgeting has restructured congressional rules and institutions, changed the way congress legislates, enhanced congressional capacity, and altered how Congress negotiates with the president. Lance T. LeLoup finds that rule changes and new institutions have contributed to growing partisanship in Congress by empowering party leaders and emphasizing the importance of budget votes for party reputation. With steadily increasing partisanship, this study presents evidence that divided government has significant consequences for both the budget process and budget outcomes. Combining qualitative and quantitative approaches, this book provides a historical institutional perspective on the evolution of congressional budgeting over three decades. It addresses important questions about national politics and developments in Congress, particularly concerning rules, the role of parties, and the consequences of divided government. The book concludes by considering what the findings might imply for national budgeting and deficits in the coming decade.
