Book excerpt: At its 26th Session in October 2018, the FAO Committee on Agriculture (COAG) requested FAO to take the lead to develop voluntary codes of conduct for the reduction of food loss and food waste. In response to the COAG request, FAO developed the Voluntary Code of Conduct for Food Loss and Waste Reduction, which was endorsed by the 42nd Session of the FAO Conference in June 2021. The Voluntary Code of Conduct for Food Loss and Waste Reduction sets out a generic framework of actions and guiding principles that should be followed to reduce food loss and waste (FLW) and support the transformation of agrifood systems to be more efficient, more inclusive, more resilient and more sustainable. Governments can use the framework as a basis for the development of strategies, policies and legislations, which are critical elements of intervention packages aimed at effectively and sustainably reducing FLW. The framework can also serve for the formulation of programmes on FLW reduction and for the preparation of technical guidelines for use by practitioners.

Book excerpt: The 2022 edition of The State of World Fisheries and Aquaculture coincides with the launch of the Decade of Action to deliver the Global Goals, the United Nations Decade of Ocean Science for Sustainable Development and the United Nations Decade on Ecosystem Restoration. It presents how these and other equally important United Nations events, such as the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022), are being integrated and supported through Blue Transformation, a priority area of FAO’s new Strategic Framework 2022–2031 designed to accelerate achievement of the 2030 Agenda for Sustainable Development in food and agriculture. The concept of Blue Transformation emerged from the Thirty-fourth Session of the FAO Committee on Fisheries in February 2021, and in particular the Declaration for Sustainable Fisheries and Aquaculture, which was negotiated and endorsed by all FAO Members. The Declaration calls for support for “an evolving and positive vision for fisheries and aquaculture in the twenty first century, where the sector is fully recognized for its contribution to fighting poverty, hunger and malnutrition.” In this context, Part 1 of this edition of The State of World Fisheries and Aquaculture reviews the world status of fisheries and aquaculture, while Parts 2 and 3 are devoted to Blue Transformation and its pillars on intensifying and expanding aquaculture, improving fisheries management and innovating fisheries and aquaculture value chains. Blue Transformation emphasizes the need for forward-looking and bold actions to be launched or accelerated in coming years to achieve the objectives of the Declaration and in support of the 2030 Agenda. Part 4 covers current and high-impact emerging issues – COVID-19, climate change and gender equality – that require thorough consideration for transformative steps and preparedness to secure sustainable, efficient and equitable fisheries and aquaculture, and finally draws some outlook on future trends based on projections. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.

Book excerpt: This report provides an update on global progress towards the targets of ending hunger (SDG Target 2.1) and all forms of malnutrition (SDG Target 2.2) and estimates on the number of people who are unable to afford a healthy diet. Since its 2017 edition, this report has repeatedly highlighted that the intensification and interaction of conflict, climate extremes and economic slowdowns and downturns, combined with highly unaffordable nutritious foods and growing inequality, are pushing us off track to meet the SDG 2 targets. However, other important megatrends must also be factored into the analysis to fully understand the challenges and opportunities for meeting the SDG 2 targets. One such megatrend, and the focus of this year’s report, is urbanization. New evidence shows that food purchases in some countries are no longer high only among urban households but also among rural households. Consumption of highly processed foods is also increasing in peri-urban and rural areas of some countries. These changes are affecting people’s food security and nutrition in ways that differ depending on where they live across the rural–urban continuum. This timely and relevant theme is aligned with the United Nations General Assembly-endorsed New Urban Agenda, and the report provides recommendations on the policies, investments and actions needed to address the challenges of agrifood systems transformation under urbanization and to enable opportunities for ensuring access to affordable healthy diets for everyone.

While circular economy initiatives offer considerable promise in improving sustainability and increasing performance, these benefits are juxtaposed by the increasing evidence that contaminants, physical, microbiological or chemical, can get introduced, persist and potentially lead to unsafe food. Therefore, protecting food safety is key for the success of transitioning our current linear agrifood system to a more sustainable and circular one. This report provides a synthesis of current and emerging evidence of food safety risks in circular agrifood initiatives, with an aim to understand challenges and opportunities to manage and enhance food safety. Food safety has to be an equal performance indicator for any transition, requiring addressing data gaps, focusing research efforts and exploring opportunities for improving food safety outcomes. All parties in the agrifood system need to proactively do their part to ensure agrifood systems develop, by harnessing the innovation in this area, and at the same time produce safe food.

However, loss reduction strategies have tended to focus on technological solutions and hence have overlooked the relevance of socio-economic factors, including gender relations, that influence the functioning of the fisheries value chain. This document provides guidance on integrating gender concerns into food loss interventions within the fish value chains. It describes the different steps to understand the key components of a gender-sensitive food loss value chain analysis. In particular, it recommends highlighting the dynamics and factors that influence women’s and men’s natural social disposition and participation in fisheries activities according to dominant assigned gender roles. As such, it presents key notions of FLW and expands on their impact for the realization of the right to adequate food. Simultaneously, it looks into the different components of the right to adequate food and offers ways through which its legal obligations could help processes and initiatives aimed at reducing FLW. The Discussion paper argues for a more holistic approach to reducing FLW and guaranteeing the right of each person to feed herself or himself in dignity.
