However, things have changed drastically for school boards over the past few years. No longer are school boards the forgotten players in school governance. Instead, school boards often find themselves in the center of controversies stemming from the intrusion of political partisanship into local governance structures which historically, and for the purposes of sustained democratic educational governance, were intentionally intended to be non-partisan elected boards. However, this is where many school boards find themselves today. The chapters in this volume address several key questions school board members are currently facing as they struggle to protect some of our country’s earliest guardrails of democracy; local control of schools. To be sure, school boards are no longer the forgotten players. Implications of this may be wide reaching and therefore deserve room in the current literature on educational governance. Volume II of the Research on the Superintendency series highlights recent research on school boards, local control, governance, and the superintendency. Each chapter is briefly described and the chapters are in a particular order that readers may wish to pay attention to as they enjoy the book. The first three chapters deal with local control in both rural and urban settings. The next two chapters are studies focused mainly on school boards and how their roles have shifted over the years followed by a chapter on the relationship between school boards and their superintendents within a regulatory environment and the level of stress it can bring to board members and superintendents. The final five chapters describe recent superintendent research that is closely linked to school governance or school board policies. We ask readers to juxtapose lessons learned in those five chapters to the role of school boards within the context of those chapters.

Lomotey finds that three additional and important characteristics are shared by his sample of principals: a deep commitment to the education of African-American children; a strong compassion for and understanding of both their students and the local community; and a sincere confidence in the ability of all African-American children to learn. The text is enhanced by two dozen tables that present the information discussed. An early chapter details the study's methodology with an overview and discussion of sampling and measurement procedures. After all, women accounted for nearly eighty percent of all teachers by 1910 and their ascendance into formal school leadership positions could not be far behind. After World War II, however, a backlash against single women educators and a rigid realignment of gender roles in schools contributed to a rapid decline of women school administrators across the country, a decline from which there has been little recovery to the present. Destined to Rule the Schools tells the story of women and school leadership in America from the common school era to the present. In a broad sense, it offers an historical account of how teaching became women's work and the school superintendency men's. Blount explores how power in school employment has been structured unequally by gender. It focuses on the superintendency because an important component of the effort to establish control of schools has occurred in contesting the definition of this position. Unique and important contributions of this volume include: the only published comprehensive statistical study describing the number of women superintendents throughout the twentieth century, an analysis suggesting that the superintendency may have become an appointive position in part to remove it from the influence of newly enfranchised women voters, a discussion of the role of homophobia in creating and perpetuating rigid gender divisions in school employment, and a broad analysis that integrates the histories of teaching and school administration.
