Book excerpt: A study examined the provision of vocational training (VT) and its relationship to economic development in the region of Portugal encompassing the municipalities of Alcobaca and Caldas da Rainha. Data were obtained from a number of sources: regionally based statistical information, published documents and studies/reports about the region, interviews with representatives of a sample of 15 enterprises participating in VT initiatives, interviews with staff of Portugal's Vocational Training Center for the Ceramics Industry, and a brief study of the Vocational Training Center for the Metalworking Industry. The information was synthesized into a report focusing on the following: the region's economy, labor market, and development; the structure and availability of VT in Alcobaca and Caldas da Rainha; regional demand for VT; coordination between economic agents and bodies offering VT; and the study's contributions to the evaluation of training on a territorial basis. A relative imbalance between enterprises' VT needs and the profile of VT available in the region was discovered. The region's economic agents and bodies offering VT were found to be taking steps toward increasing cooperation with one another and enhancing the region's training capabilities. A framework for evaluating VT in a territorial context was proposed. (Contains 15 references.) (MN)

The case studies focused on the following: a business mentor program that uses the Welsh language and culture as a development resource, adult training in the county of Powys, integrated development at the community level, sectoral initiatives regarding tourism, efforts to confront the crisis posed by closure of the Trawsfynydd Nuclear Power Plant, public agency support of industrial investment in regional economic development initiatives, and regional enterprise support mechanisms. Each case study included an examination of socioeconomic context, agencies involved, existing training framework, regional development issues, and possible evaluation methods. No agreement regarding what constitutes a region in Mid-Wales or what constitutes regional development could be found. All of the development initiatives studies were found to involve two or more development agents pursuing slightly different development agendas, albeit with overlapping interests. Because of the diverse ways the participants in the various initiatives defined regional development, the contribution of training to development was not always clear. The importance of conducting assessment, implementation, and development evaluations despite their complexity and the many problems they entail was emphasized. (MN)

Book excerpt: Six evaluations of vocational training (VT) in a territorial context (TC) that were conducted in Italy, France, Portugal, Germany, Great Britain, and Spain were compared for the purposes of constructing a coherent synthesis of the issues developed in them, establishing strategic vectors for the construction of a reference framework for the evaluation of VT in a TC, and producing recommendations regarding support instruments for the evaluation function and its institutionalization. The comparative analysis focused on the following: the TC as an analytical dimension and the diversity of TCs, the institutional context of VT and the dominant relationships between training and development at the regional level, and strategic aspects of the structuring of evaluation processes for VT in a TC. The following actions were recommended: institutionalize social and economic information systems on a regional basis; institutionalize systematic processes of evaluation as a support instrument for planning VT; integrate instruments and measures of VT policy into operational programs oriented toward promoting regional development; and reinforce the evaluation function in a TC (by promoting development of technical evaluation structures at a regional level, promoting development of a network of evaluation experiences, and creating a European training program for technicians of evaluation). Book excerpt: Interest in a regional and local approach to vocational training and adult education is increasing throughout the member nations of the Council of Europe. This is largely a result of the changing European economic order and the new internationalization of industrial strategies. Particularly needed is a targeted local and regional policy for the creation of activities and jobs that emphasizes training in rural, urban, and industrial areas and that integrates the training of priority groups (youth, women, migrants, the disabled, and the elderly) with local development. Among the necessary conditions for a training policy that is integrated with local and regional development are the following: a close connection between development policy, objectives, and training programs; demarcation of homogeneous geographical areas corresponding to demography and industrial barriers; a strategy for balanced growth conductive to genuine development; coordination between officials engaged in educational work; local and regional programming of training activities based on participation, integration, and coordination; a specific local and regional organization; and local development officers.
