Book excerpt: Following the Introduction, the emergence of lifelong learning as the central strategy in the EU’s education and training policy is described in Chapter Two. Illustrated in a historical and international context, it reveals where the idea of lifelong learning has come from and how it has developed up to the present day. A particular focus is on EU policy after the mid-1990s as well as on the EU’s concept of lifelong learning and its objectives. Since lifelong learning is a complex concept, the provision of a broad perspective on VET in Germany and England seems inevitable in order to examine how VET fosters lifelong learning. Therefore, Deißinger’s concept of qualification styles, which explicitly aims at providing a multidimensional approach that reveals the complexities and singularities of VET systems, serves as the basis of Chapter Three to describe the main patterns of VET in Germany and England. The focus lies on initial training, though the whole system is taken into account. Chapter Four explicitly builds on Chapter Three. It examines the role of VET in promoting lifelong learning in Germany and England. The six Key Messages of the EU’s Memorandum on Lifelong Learning serve as the analytical framework for the investigation. Chapter Five summarises the findings and draws conclusions. It reveals that the approaches for promoting lifelong learning as well as the perceptions of lifelong learning differ. These findings are embedded in the wider context of EU education and training policy. The EU policy on lifelong learning is regarded critically, and attention is drawn to further research questions. Appendices provide additional information to illustrate specific aspects of some of the issues in the main text in greater detail.

It approaches the explanatory and normative questions raised by this topic via a novel approach: the Extended Social Grid Model (ESGM). Taking inspiration from the fields of economic sociology and ethics, this model shows that social innovation processes must be structural, and require change in power relations, if marginalization is to be effectively dealt with via social innovation. Part I of the book sets out the ESGM, including an exposition on the model along with background chapters on innovation, power and marginalization, ethics and social innovation, and empirical methods. Part II explores the model with a focus on social innovation trajectories of social housing, drinking water provision, employment, education, and food provision. It also explores the operationalization of the model with a view to agency and empowerment, as well as social innovation policy in Europe and the use of social impact bonds as a tool for financing social innovation. Part III revisits the ESGM and considers the explanatory adequacy and fruitfulness of the model for innovation research and for theorizing social innovation, addressing questions on the role and limitations of participation in social innovation for the marginalized, the role of capital for creating economic space for capabilities, and how we can approach the social impact of social innovation. Book excerpt: Evidence has shown that individuals leaving school without qualifications are four times more likely to be unemployed than those with qualifications. Preventing and combating unemployment therefore requires active measures both in the labour market and in the institutions responsible for preparing the future workforce - educational institutions. Attempts to remedy this problem have so far largely neglected children from socially excluded families - one of the most vulnerable groups in education. The right to learn explores a wide range of strategies, both at the policy level and in the field, to improve educational success among such disadvantaged children, taking stock of good practice in a selection of EU member states, chosen to reflect the diversity in systems and policies that currently exist. The book suggests that a number of strategies are effective and feasible. The authors recommend that a sufficiently powerful opinion movement is needed to promote the transfer of experience and action on different levels. They conclude with several suggestions for good practice - not just equal opportunity and equal treatment but also equal outcomes strategies. Book excerpt: Vocational education and training (VET) can be difficult to define since it is set in a turbulent and volatile environment marked by national and regional specificities. It can be delivered at different levels and by a variety of providers, including community colleges, colleges of further education, polytechnics and universities, as well as, importantly, private providers. This collection reflects the shifting and often messy conceptualisations of VET. On one level VET can be associated with the education and training of craft/skilled workers, or of those who are being prepared for a particular occupational destiny and specific position in the labour market. In this instance, notions of skill, knowledge and dispositions are significant. On another level, it can raise questions over power and class formation, in addition to the way in which these are mediated or intersect with race and gender. Moreover, there are important political questions addressing the significance of VET in furthering social cohesion and economic regeneration in times of austerity when neoliberalism is hegemonic. The chapters in this book are not all of a piece, but each in its turn raises important questions about VET, its relationship to the economy, as well as its global setting. This book was originally published as a special issue of Globalisation, Societies and Education.
