Visual imagery is at the heart of humanitarian and human rights activism, and video has become a key tool in these efforts. The Saffron Revolution in Myanmar, the Green Movement in Iran, and Black Lives Matter in the United States have all used video to expose injustice. In Seeing Human Rights, Sandra Ristovska examines how human rights organizations are seeking to professionalize video activism through video production, verification standards, and training. The result, she argues, is a proxy profession that uses human rights videos to tap into journalism, the law, and political advocacy. Ristovska explains that this proxy profession retains some tactical flexibility in its use of video while giving up on the more radical potential and imaginative scope of video activism as a cultural practice. Drawing on detailed analysis of legal cases and videos as well as extensive interviews with staff members of such organizations as Amnesty International, Human Rights Watch, WITNESS, the International Criminal Tribunal for the former Yugoslavia (ICTY), and the International Criminal Court (ICC), Ristovska considers the unique affordances of video and examines the unfolding relationships among journalists, human rights organizations, activists, and citizens in global crisis reporting. She offers a case study of the visual turn in the law; describes advocacy and marketing strategies; and argues that the transformation of video activism into a proxy profession privileges institutional and legal spaces over broader constituencies for public good.

It takes a new approach in looking at humans as the subject of human rights rather than the object and exposes the gendered and ethnocentric aspects of violence and human subjectivity in the context of human rights. Using an innovative visual methodology, Redhead shines a new critical light on human rights campaigns in practice. She examines two cases in-depth. First, she shows how Amnesty International depicts women negatively in their 2004 ‘Stop Violence against Women Campaign’, revealing the political implications of how images deny women their agency because violence is gendered. She also analyses the Oka conflict between indigenous people and the Canadian state. She explains how the Canadian state defined the Mohawk people in such a way as to deny their human subjectivity. By looking at how the Mohawk used visual media to communicate their plight beyond state boundaries, she delves into the disjuncture between state sovereignty and human rights. Drones are famous for doing bad things: weaponized, they implement remote-control war; used for surveillance, they threaten civil liberties and violate privacy. In The Good Drone, Austin Choi-Fitzpatrick examines a different range of uses: the deployment of drones for the greater good. Choi-Fitzpatrick analyzes the way small-scale drones—as well as satellites, kites, and balloons—are used for a great many things, including documenting human rights abuses, estimating demonstration crowd size, supporting anti-poaching advocacy, and advancing climate change research. In fact, he finds, small drones are used disproportionately for good; nonviolent prosocial uses predominate. Choi-Fitzpatrick's broader point is that the use of technology by social movements goes beyond social media—and began before social media. From the barricades in Les Misérables to hacking attacks on corporate servers to the spread of the #MeToo hashtag on Twitter, technology is used to raise awareness, but is also crucial in raising the cost of the status quo. New technology in the air changes politics on the ground, and raises provocative questions along the way. What is the nature and future of the camera, when it is taken out of human hands? How will our ideas about privacy evolve when the altitude of a penthouse suite no longer guarantees it? Working at the leading edge of an emerging technology, Choi-Fitzpatrick takes a broad view, suggesting social change efforts rely on technology in new and unexpected ways.

Book excerpt: Individuals can assume—and be assigned—multiple roles throughout a conflict: perpetrators can be victims, and vice versa; heroes can be reassessed as complicit and compromised. However, accepting this more accurate representation of the narrativized identities of violence presents a conundrum for accountability and justice mechanisms premised on clear roles. This book considers these complex, sometimes overlapping roles, as people respond to mass violence in various contexts, from international tribunals to NGO-based social movements. Bringing the literature on perpetration in conversation with the more recent field of victim studies, it suggests a new, more effective, and reflexive approach to engagement in post-conflict contexts. Long-term positive peace requires understanding the narrative dynamics within and between groups, demonstrating that the blurring of victim-perpetrator boundaries, and acknowledging their overlapping roles, is a crucial part of peacebuilding processes.
