Intended to reduce shipping times, it was championed in the early twentieth century as a way to make the mostly rural state a center of national commerce and trade. Rejected by the Army Corps of Engineers as "not worthy," the project received continued support from Florida legislators. Federal funding was eventually allocated and work began in the 1930s, but the canal quickly became a lightning rod for controversy. Steven Noll and David Tegeder trace the twists and turns of the project through the years, drawing on a wealth of archival and primary sources. Far from being a simplistic morality tale of good environmentalists versus evil canal developers, the story of the Cross Florida Barge Canal is a complex one of competing interests amid the changing political landscape of modern Florida. Myers meant going through Orlando, 250 miles north of Miami. Within 15 years, three highways were dredged and blasted through the Everglades: Ingraham Highway from Homestead, 25 miles south of Miami, to Flamingo on the tip of the peninsula; Tamiami Trail from Miami to Tampa; and Conners Highway from West Palm Beach to Okeechobee City. In 1916, Florida’s road commission spent $967. In 1928 it spent $6.8 million. Tamiami Trail, originally projected to cost $500,000, eventually required $11 million. These roads were made possible by the 1920s Florida land boom, the advent of gasoline and diesel-powered equipment to replace animal and steam-powered implements, and the creation of a highway funding system based on fuel taxes. This book tells the story of the finance and technology of the first modern highways in the South.

Book excerpt: During the past century, the Everglades, one of the world's treasured ecosystems, has been dramatically altered by drainage and water management infrastructure that was intended to improve flood management, urban water supply, and agricultural production. The remnants of the original Everglades now compete for water with urban and agricultural interests and are impaired by contaminated runoff from these two sectors. The Comprehensive Everglades Restoration Plan (CERP), a joint effort launched by the state and the federal government in 2000, seeks to reverse the decline of the ecosystem. The multibillion-dollar project was originally envisioned as a 30- to 40-year effort to achieve ecological restoration by reestablishing the natural hydrologic characteristics of the Everglades, where feasible, and to create a water system that serves the needs of both the natural and the human systems of South Florida. Over the past two years, impressive progress has been made in planning new CERP projects, and the vision for CERP water storage is now becoming clear. Construction and completion of authorized CERP projects will likely take several decades, and at this pace of restoration, it is even more imperative that agencies anticipate and design for the Everglades of the future. This seventh biennial review assesses the progress made in meeting the goals of the CERP and provides an in-depth review of CERP monitoring, with particular emphasis on project-level monitoring and assessment. It reviews developments in research and assessment that inform restoration decision making, and identifies issues for in-depth evaluation considering new CERP program developments, policy initiatives, or improvements in scientific knowledge that have implications for restoration progress.

Book excerpt: PREFACE Within the Florida Everglades, tree islands, which cover only a small percentofthis ecosystem, historically have provided essential habitat for a wide variety ofterrestrial and amphibious plants, birds, and animals. These tree islands, however, have been one ofits least studied features. Because of their less flood tolerant vegetation, tree islands are one ofthe most sensitive components ofthe Everglades to changes in hydrology, and many tree islands have been lost during periods when water levels have been abnormally high or low. Their sensitivity to water level changes makes tree islands potentially one ofthe best and surest measures ofthe overall hydrologic health of the Everglades. Consequently, the maintenance of healthy, functioning tree islands and the restoration ofthose that have been lost will be an important performance measures that will be used tojudge the success ofthe Comprehensive Everglades Restoration Plan (CERP). A symposium, Tree Islands ofthe Everglades, was held on July 14 and 15, 1998 at Florida Atlantic University, Boca Raton, Florida. It was sponsored by Florida Center for Environmental Studies and the South Florida WaterManagement District. This was the first scientific meeting ever devoted to tree islands. The organizers of this symposium were Drs. Arnold van der Valk, Florida Center for Environmental Studies and Iowa State University, Fred Sklar, South Florida Water Management District, and Wiley Kitchens, United States Geological Survey.
