Book Incorporating Safety Into the Regional Planning Process in Virginia

Download or read book Incorporating Safety Into the Regional Planning Process in Virginia written by John Sanders Miller and published by . This book was released on 2010 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Federal Highway Administration argues that one way to reduce substantially the annual $230 billion national societal cost of motor vehicle crashes is to incorporate safety directly into the long-range transportation planning process. Because much of this planning in Virginia is conducted by metropolitan planning organizations (MPOs) and planning district commissions (PDCs), it is appropriate to determine ways in which the Virginia Department of Transportation (VDOT) (which generally is responsible for roadway safety) may work with these organizations to integrate safety and planning. A survey of Virginia MPOs/PDCs conducted in this study revealed a healthy interest in such integration: 83% of respondents included safety in their planning goals and objectives, 61% involved citizens in safety planning, and 86% (of those answering the particular question) indicated safety is a factor (or in the case of one respondent, the only factor) used to prioritize projects in the long-range plan. The survey also identified several barriers to such integration. Although respondents cited a lack of dedicated safety funding as the largest obstacle, other barriers cited included the difficulty of obtaining of crash data and a lack of adequate training for staff in areas such as geometric design, crash data acquisition, and human factors. Further, 44% of respondents [who answered the particular question] noted that before/after studies are not conducted to determine the efficacy of safety-related projects. Accordingly, this study developed a Virginia-specific resource guide that VDOT district planning staff, MPOs, and PDCs can use to enhance the integration of safety into the planning process. This report (Volume I) describes the process used to develop the guide; the guide itself is provided in Volume II. The guide promotes the incorporation of safety into the planning process by providing numerous, specific examples rather than by exhorting agencies to perform such coordination. Virginia is a diverse state composed of urban, suburban, and rural regions with varying degrees of reliance on local and state crash data systems. As a consequence, the opportunities to integrate safety and planning are themselves diverse, as reflected in the guide. Many solutions presented in the guide are feasible in some situations but not in others. For example, widening substandard high-speed travel lanes may be productive in a rural area, whereas an urban location might benefit from a reduction in the number of vehicle lanes and the addition of a bicycle path. Further, the guide identifies 16 funding sources for safety-related projects given that no funding source has universal applicability. By necessity, therefore, of the diverse examples provided in the guide, only some may be suitable for a given region.

Book Scenario based Transportation Planning with Involvement of Metropolitan Planning Organizations

This book was released on 2009 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Office of Virginia's Secretary of Transportation identified 21 transportation policies and 42 performance criteria in Virginia's long-range multimodal transportation plan, VTrans2025. A subsequent planning effort, VTrans2035, provided direction for the effort described in this report. Although there has been considerable discussion of the potential impact of the VTrans policies on the Commonwealth as a whole, there has been little effort to characterize the regional and local impact of the policies. Further, the sensitivity of the policies to a variety of assumptions about the future needs to be better understood at statewide, regional, and local levels. This research effort developed and tested a methodology for scenario-based assessments of the impacts of the VTrans polices for several regions of the Commonwealth of Virginia. The methodology is implemented in an MS Excel workbook that is available for download at www.virginia.edu/crmes/multimodal2. This report describes a typical application of the methodology for a locality or regional planning organization, e.g., a Metropolitan Planning Organization (MPO) or Planning District Commission (PDC), to assess the impact of statewide multimodal policies across several of its long-range planning scenarios. The report includes a review of scenario-based planning, documentation of future scenarios, preliminary results of a survey of MPOs in Virginia for their best practices in scenario-based planning, an application of the methodology to the Roanoke region of Virginia, and recommendations. A major recommendation is that the methodology be used in VTrans2035 to catalyze and benchmark Virginia MPOs and localities in their respective efforts involving scenario-based transportation planning. The effort provides a cost-effective analysis tool that enables VTrans and MPOs and PDCs to identify and collaborate on the regional impacts of statewide transportation planning. The tool can further be cost-effective for individual MPOs and localities to engage in scenario-based long-range planning as encouraged by the Federal Highway Administration, particularly to guide the assumptions that are input to regional travel demand models. Appendix A provides the survey and study of scenario-based planning best practices. Appendix B documents the design of the Microsoft Excel workbook developed in this effort. Appendix C provides the lists of statewide policies, scenarios, and performance criteria used in the deployment of the workbook. Appendix D describes a related input/output analysis of economic growth based on transportation investments that was requested by the Office of Intermodal Planning and Investment. The developed methodology is being adapted for long-range scenario-based analysis of the Afghanistan Sustainable Infrastructure Plan, with research support from the U.S. Army Corps of Engineers.

Book An Evaluation of County Comprehensive Plans in Virginia

Download or read book An Evaluation of County Comprehensive Plans in Virginia written by Matthew C. Grimes and published by . This book was released on 2006 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study evaluated the comprehensive plans of 59 Virginia counties to determine if the transportation elements of the plans had an inventory of the transportation network in the county, an assessment of the network, and recommendations to address the problems noted in the assessment. The study also determined whether or not the comprehensive plans included functional classifications and the extent to which the plans supported access management. The study found that most of the comprehensive plans had an inventory, an assessment, and recommendations, although the assessments were mostly qualitative instead of analytical. Approximately one fourth of the plans reviewed contained recommendations limited to policies, rather than specific transportation infrastructure improvements. The comprehensive plans were in a wide variety of formats and styles, and some contained blatant inconsistencies between the transportation and the economic development sections. This report also provides a list of modes for technical assistance by the Virginia Department of Transportation found in the comprehensive plans, guidance for VDOT staff regarding review of the plans, and a list of threats to the safety and operational integrity of the state highway system found in the comprehensive plans. The costs and benefits of the findings in this research are mainly related to staff time and better county comprehensive plan documents. The appendices provide a description of each plan and a template for the transportation element of a local comprehensive plan.
