One lesson from the past research is the heterogeneity in the effect of violent conflict across and within countries. In this paper we attempt to estimate the casual impact of conflict in Nigeria on welfare related outcomes. The 2009 insurgence of Boko Haram and the Fulani herdsmen versus farmers conflicts have led to a significant increase in violent conflict in the North Eastern and Central parts of Nigeria. However, bouts of violent conflict have existed in different communities across the country since independence. We estimate the average effect of violent conflict exposure on welfare, across Nigeria using the three waves of the Nigerian General Household Survey (GHS) panel combined with The Armed Conflict Location & Event Data (ACLED). Employing a fixed effect approach, our results suggest that recent and long term exposure to conflict increased the incidence, intensity and severity of poverty in Nigeria. In addition we find that exposure to violent conflict also decreased household income.

Book excerpt: The incidence and intensity of violent conflict in Nigeria have been rising steadily since 2016. However, the states across the country are not equally affected. Moreover, the nature of the conflicts and the conditions under which they occur vary across Nigeria's states. Relying on novel survey data that was collected from Kaduna, the second state most affected by violent conflict in Nigeria, this study examines the effect that exposure to violent conflict has on the socioeconomic condition of households. The instrumental variable regressions show that violent conflict worsens the socioeconomic condition of households. A unit increase in the number of violent conflicts within the 30km buffer around the dwellings of the households increases the likelihood of them being unable to meet their food needs by 0.3 percent. This finding is robust to alternative data, buffer sizes, and estimation techniques. Improvements in state capacity was found to reduce the likelihood of households being in a poor socioeconomic condition. This is because economic activity does not thrive in an environment characterized by insecurity.

In this paper, we explore the average effect of exposure to violent conflict generally on labor supply in agriculture. Using a nationally representative panel dataset for Nigeria from 2010-2015, in combination with armed conflict data, we estimate the average effect of exposure to violent conflict on a household's farm labor supply. Our findings suggest that on average, exposure to violent conflict significantly reduces total family labor supply hours in agriculture. We also find that the decline in family labor supply is driven by a significant decline in the household head's total number of hours on the farm.

Book excerpt: Abstract: To examine the impact of Rwanda's 1994 genocide on children's schooling, the authors combine two cross-sectional household surveys collected before and after the genocide. The identification strategy uses pre-war data to control for an age group's baseline schooling and exploits variation across provinces in the intensity of killings and which children's cohorts were school-aged when exposed to the war. The findings show a strong negative impact of the genocide on schooling, with exposed children completing one-half year less education representing an 18.3 percent decline. The effect is robust to including control variables, alternative sources for genocide intensity, and an instrumental variables strategy.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

While the intensity of conflicts in recent years is lower than that observed in the 1990s, the region remains prone to conflicts, with around 30 percent of the countries affected in 2019. In addition to immeasurable human suffering, conflicts impose large economic costs. On average, annual growth in countries in intense conflicts is about 2.5 percentage points lower, and the cumulative impact on per capita GDP increases over time. Furthermore, conflicts pose significant strains on countries’ public finances, lowering revenue, raising military spending, and shifting resources away from development and social spending.
