Book excerpt: This biographical overview of the life of Antanas Smetona (1874-1944), his importance in the Lithuanian national movement, his central role in the emergence of modern Lithuania (1918-1920), and the development of the various groups of nationalists in Lithuania, offers a picture of the creation of a national state in XXth century Europe. Twice the president of Lithuania (1919-20 and 1926-40), the authoritarian ruler of the state from 1926-1940, Smetona established his role as a capable and needed politician in Lithuania’s political life, a middle person between the political left and right. The study characterizes Smetona’s closest and most important associates, who helped him to formulate legislation for his model of presidential regime, the nationalistic ideology, and the development of national economy. Despite its authoritarian tendencies Smetona’s rule surprisingly continued to be for many Lithuanians a symbol of Lithuanian independence and national freedom through the years of Soviet occupation.

Zlatne Uste is one of the most popular purveyors of Balkan music in America, yet the name of the band is grammatically incorrect. The members of Sviraci hail from western Massachusetts, upstate New York, and southern Vermont, but play tamburica music on traditional instruments. Curiously, thousands of Americans not only participate in traditional music and dance from the Balkans, but in fact structure their social practices around it without having any other ties to the region. In Balkan Fascination, ethnomusicologist Mirjana Lausevic, a native of the Balkans, investigates this remarkable phenomenon to explore why so many Americans actively participate in specific Balkan cultural practices to which they have no familial or ethnic connection. Going beyond traditional interpretations, she challenges the notion that participation in Balkan culture in North America is merely a specialized offshoot of the 1960s American folk music scene. Instead, her exploration of the relationship between the stark sounds and lively dances of the Balkan region and the Americans who love them reveals that Balkan dance and music has much deeper roots in America's ideas about itself, its place in the world, and the place of the world's cultures in the American melting pot. Examining sources that span more than a century and come from both sides of the Atlantic, Lausevic shows that an affinity group's debt to historical movements and ideas, though largely unknown to its members, is vital in understanding how and why people make particular music and dance choices that substantially change their lives.

Book excerpt: Bringing Zion Home examines the role of culture in the establishment of the "special relationship" between the United States and Israel in the immediate postwar decades. Many American Jews first encountered Israel through their roles as tastemakers, consumers, and cultural impresarios—that is, by writing and reading about Israel; dancing Israeli folk dances; promoting and purchasing Israeli goods; and presenting Israeli art and music. It was precisely by means of these cultural practices, argues Emily Alice Katz, that American Jews insisted on Israel's "natural" place in American culture, a phenomenon that continues to shape America's relationship with Israel today. Katz shows that American Jews' promotion and consumption of Israel in the cultural realm was bound up with multiple agendas, including the quest for Jewish authenticity in a postimmigrant milieu and the desire of upwardly mobile Jews to polish their status in American society. And, crucially, as influential cultural and political elites positioned "culture" as both an engine of American dominance and as a purveyor of peace in the Cold War, many of Israel's American Jewish impresarios proclaimed publicly that cultural patronage of and exchange with Israel advanced America's interests in the Middle East and helped spread the "American way" in the postwar world. It begins by illustrating how widespread anti-Jewish feelings were among the Christian population in 19 th century, focusing on blood libel accusations as well as describing the role of modern antisemitism. Secondly, it tries to identify the structural preconditions as well as specific triggers that turned anti-Jewish feelings into collective violence and analyzes the nature of this violence. Lastly, pogroms in Lithuania are compared to anti-Jewish violence in other regions of the Russian Empire and East Galicia. This research is inspired by the cultural turn in social sciences, an approach that assumes that violence is filled with meaning, which is ?culturally constructed, discursively mediated, symbolically saturated, and ritually regulated.? The author argues that pogroms in Lithuania instead followed a communal pattern of ethnic violence and was very different from deadly pogroms in other parts of the Russian Empire.

Book excerpt: The former Communist countries of Eastern Europe provide a treasure-trove of data on the development of democratic institutions. The contributors to this volume use the recent experiences of these countries to identify how the various committee systems are structured and tie the relative strength of the committee system in each country to the relative strength of its legislature. A uniform theoretical framework connects the work of each essay and ties the parts into an informative whole. Comparative analysis based on seven indicators of institutionalization suggests that the committee systems of Hungary, Poland, and the Czech Republic are more institutionalized than those found elsewhere. Bulgaria is a middle case, while the parliaments of Moldova, Lithuania, and Estonia are the least. Of the indicators, stability in committee membership and extent of committee activity are among the most important for post-communist parliaments in their first decade. This examination of legislative committees in their beginning stages suggests that the processes of institutionalization are sequenced: expertise in a policy sector is the basis of both the assertion of jurisdictional autonomy by committees and the motive for party control of their membership and officer positions. Basic to these developments, however, is the emergence of a stable and consistent structure of the committee system as a whole. More broadly, committee attributes are closely linked to the condition and functioning of both parliamentary party groups and the government.

Book excerpt: During the past decades Balto-Slavic accentology has become increasingly important for the reconstruction of Proto-Indo-European. This study tries to provide an explanation for the phenomenon of metatony in Baltic, i.e. the phenomenon that in certain Baltic forms a morpheme shows the reflex of the Balto-Slavic circumflex intonation where we would expect the reflex of the acute intonation (métatonie douce) or vice versa (métatonie rude). The subject necessarily involves an inquiry into the origin of the Lithuanian and Latvian tone systems. Furthermore, it requires the assessment of a large number of etymologies. In the final chapter of the book, the developments which are considered to be relevant to the rise of metatony are incorporated into a relative chronology. The investigation is based on a comprehensive collection of data, including evidence from Lithuanian and Latvian dialects and Old Lithuanian. In comparison with earlier studies on the subject, the Latvian evidence plays an essential role. This book tries to demonstrate that the value of Latvian data for Balto-Slavic accentology has hitherto not been fully recognized.

Throughout the twentieth century and especially since 1950, millions have begun learning and performing various Balkan dances, the tango, and other Latin American dances, along with the classical dances of India, Japan, and Indonesia. Most studies in dance ethnography and anthropology have focused specifically on "dancing in the field," or the dancing that native dancers do. This study, by contrast, examines the ways in which ethnic dancing has allowed many Americans to create more exciting, "exotic" and romantic identities. The author describes the uniquely American enthusiasm for exotic dances, and cites specific deficiencies in the U.S. cultural identity that have led many people to seek new feelings and experiences through exotic dance genres.
