In India, 73rd Constitutional Amendment Act, 1992, has recognised Panchayati Raj Institutions (PRIs) as the third tier of governance and given them the constitutional mandate for bringing improvements in the lives of people living in rural settlements. Yet, the rural settlements are not getting developed as per the expectations of rural population. Rural development is either totally ignored or given less preference as compared to the urban development.Regional Planner is entrusted with the responsibility to prepare a plan integrating rural and urban settlements. For rural settlements, either a plan does not exist or it has been prepared without detailed sectoral, spatial and financial planning. For urban settlements, though master plans do exists yet they have not been made for all the towns. In the absence ofnationwide efforts to prepare regional plans for achieving the balanced regional development as per the constitutional mandate, there is an increase in region‐wide disparities between rural and urban settlement.Earlier studies have focused on comprehending different nuances of rural life by studying employment opportunities, provision of basic infrastructure, quality of life, disparity between urban and rural areas, etc. There is a lack of comprehensive study to systematically understand the relationship between rural and urban settlements, access and availability of amenities in rural areas and provide suggestions to bring improvement in the living conditions of rural habitat so as to make it a model village. The book fills this gap by imparting an understanding of the rurality in a highly urbanised district and suggesting ways to transform a village into a model village.With the help of extensive quantitative and qualitative data collected from varied tiers of governance, i.e. state, district, tahsil, block and village, the book highlights the problems existing in the rural settlements and analyses the potentials to make it an ideal settlement having provision of urban amenities.

Over the centuries, it took shape in part from a dense substratum of villages. With the economic liberalisation of the 1980s, it encountered several obstacles to its expansion: absence of a real land market, high population densities, the government's food self-suffciency policy that limits expropriations of land and the water management constraints of this very vulnerable delta. Since the beginning of the new millennium, the change in speed brought about by the state and by property developers in the construction and urban planning of the province-capital poses the problem of integration of in situ urbanised villages, the importance of preserving a green belt around Hà Nội and the necessity of protection from flooding. The harmonious fusion of city and countryside, which has always constituted the Red River Delta's defining feature, appears to be in jeopardy. Working from a rich body of maps and field studies, this collective work reveals how this grass-roots urbanisation encounters 'top-down' urbanisation, or metropolisation. This calls for decentralisation beyond the dominant concern by states and government with urban spaces. Rural areas, rural development and the future of rural settlements need to be understood and addressed in the context of the ongoing democratisation trends and the emergence and development of civil society. States have tended to tame rather than serve civil society in Africa. By establishing a single cultural reference and imposing a centralised state, African governments have exacerbated the fragmentation of civil society. However, political pluralism has slowly been gaining ground since the 1990s. This book explores the scope for implementing decentralisation programmes that focus on citizens in rural areas. For the purpose of decentralisation, civic participation in local politics and user participation in development programmes must be seen as two sides of the coin. The book focuses on spatial planning - a process concerned with spatial organisation in an integrative manner, and incorporates the design, establishment and implementation of a desired spatial structural organisation of land. This is especially relevant in a context where the formulation of guidelines for spatial development at the overall level of a state is inadequate.
