Book excerpt: This report is based on a mission to South East Asia from December 17, 1988 to January 17, 1989. It begins with an analysis of the events leading up to that time. Emphasis is given to the worsening situation in late 1987 and through 1988 when the outflux from Viet Nam increased dramatically and countries of first asylum changed their policies. The authors develop a theory which focuses on events which led the Thai Government to change certain policies and their implications in South East Asia. In describing the situation as perceived during the mission, the report presents impressions about the different categories of refugees and camps in Thailand, Hong kong, and Malaysia. Conditions in specific refugee camps are described. The report also interprets the objectives behind the three countries' restrictions on Vietnamese. The authors briefly portray the post-1987 escapees as genuine refugees, and identify several reasons why there are unaccompanied minors in the camps. The report concludes by calling for a conference according to guidelines outlined and gives certain recommendations for Norway's policy.
