Available in PDF, EPUB and Kindle. Book excerpt: The southernmost region of the Republic of Vietnam (South Vietnam) encompassed the vast Mekong River Delta, and area covering 10,190 square miles. Three major rivers run through the Delta, the Song Hou Giang (aka Bassac) and the Song Mekong, which broke into three large rivers (Song My Tho, Ham Luong, and Go Chien). The Nhon Trach delineated the Delta's eastern edge. In all there were some 1,500 miles of natural navigable waterways and 2,500 miles of man-made canals and channels. The canal system was begun in 800 AD and its expansion continued up to World War II. The nation's capital, Saigon, lies on the Delta's northern edge. Few roads and highways served the region with sampans and other small watercraft via the canals being the main means of transportation. At least 70,000 Viet Cong (VC) were scattered over the area controlling up to a quarter of the population. Three Army of the Republic Vietnam (ARVN) divisions as well as various paramilitary forces battled the VC in the marshes, forests, and paddies. In 1965 the military situation in the Delta had deteriorated and the decision was taken to shore things up by committing a joint Army and Navy Mobile Riverine Force. This force was unique in its composition, mission, and the special craft in which it operated. The Army component was the 2d Brigade, 9th Infantry Division; the Navy component was River Assault Flotilla One. The various watercraft assigned to the Mobile Riverine Force are the subject of this book. These included much-modified landing craft, purpose-built patrol boats including Swift Boats and Monitors, and a variety of auxiliary and support vessels. Task Force CLEARWATER, a much smaller operation in the extreme northern portion of South Vietnam, also used these craft.

Their success was largely derived from experience which resulted in the creation of a variety of discrete riverine task forces specially configured for their specific missions as the situation dictated. U.S. riverine operations in Vietnam illustrate the complex nature of operations in brown and green water and the inherently joint requirement of the forces involved. The lessons learned as a result of these operations should be incorporated as a fundamental part of the creation of any modern riverine force.

Book excerpt: More than 174,000 sailors served in South Vietnam between 1960 and 1972.1 At the height of the U.S. Navy's involvement in South Vietnam, the Navy's coastal and riverine forces included more than 30,000 sailors and over 350 patrol vessels ranging in size from riverboats to destroyers.2 Naval Forces Vietnam, the Navy's major South Vietnam command, also operated minesweepers, floating barracks and maintenance ships, a fleet of maritime patrol aircraft, and helicopter gunships. Shore facilities included one of the largest and finest ports in the world, Cam Ranh Bay, as well as many smaller bases spread out along the 1,200-mile coastline of South Vietnam and its major rivers.Besides being large and resources-intensive, the Navy's war in South Vietnam was a stark departure from the oceanic or "blue water" operations that characterized much of the U.S. Navy's 20th-century history. The capital ships of the "brown water" (riverine) and "green water" (coastal) navy were not battleships, ballistic missile submarines, or aircraft carriers but small boats, many of which were converted World War II-era landing craft or modified commercial craft. Vietnam was a decidedly low-tech, manpower intensive operation--an anathema to a navy focused on fleet operations and cutting edge technology. This study begins with Operation Game Warden, continues through Mobile Riverine Force operations, and ends with the completion of the SEALORDS campaign. The impetus for this research arose from the current debate in Washington as to whether or not the U.S. military has a real need for riverine forces and if those forces should be "stood up" today. Looking back through history gives an opportunity to view past riverine warfare conducted by the American military and determine the contributions such operations have made to the overall conduct of wars. This study shows that riverine operations have been crucial to success in certain environments in the past and points to their possible use in similar environments today. This study measures the effect of U.S. riverine operations in Vietnam and evaluates the contribution this type of force made to our war effort in that environment. This study promotes the use of Task Force 194, which conducted the SEALORDS campaign, as the model for establishing U.S. riverine forces today. This study points out that the nucleus of a riverine force must be maintained, doctrine modernized, and crew currency maintained in order to have any reasonable expectation for success at the outset of future riverine conflicts.
