Book excerpt: Computable General Equilibrium (CGE) approaches have been used extensively over the past 25 years to analyze government and other policies for both developed and developing countries. Advances in methodology, computation techniques and data availability, including Social Accounting Matrix (SAM) data, have allowed researchers to use CGE models to study the potential policy impacts of tax, trade, environmental issues, etc. at the urban and regional levels as well as the macro level. What is common with these policy topics is that they cause structural, long-term impacts, including price changes and income growth, on various entities (households, enterprises, government and other regions/countries) and industrial sectors of economies. CGE modeling can compute a new equilibrium of each industry's market clearance upon the incorporation of such a policy shock, and evaluates the policy alternative as compared with the benchmark equilibrium in terms of industrial sector-wise and aggregated prices, outputs, GDP and many other indicators.

Book excerpt: The Vietnamese invasion of Cambodia in 1978 and the consequent outbreak of the Cambodian conflict brought Southeast Asia into instability and deteriorated relations between Vietnam and the subsequently established Vietnam-backed government in Cambodia on the one hand and the Association of Southeast Asian Nations (ASEAN) countries on the other. As a result of the conflict, the Soviet Union established a foothold in Southeast Asia while China, through its support of the anti-Vietnam Cambodian resistance, improved relations with Southeast Asian countries such as Thailand. Japan's Fukuda Doctrine - it’s declared priorities of promoting cooperative and friendly relations between Communist Indochinese nations and non-Communist ASEAN countries – became increas¬ingly at odds with Japan’s role as a member of the Free World in the broader Cold War confrontation. Tokyo had to steer a path between Washington’s hard-line policy of isolating Vietnam and its own desire to prevent regional destabilization. Against this background, this book addresses the following questions: what was Japan’s response to the challenges to its objectives and interests in Southeast Asia and to the Fukuda Doctrine? What role did Japan play for the settlement of the conflict in Cambodia? How did Japan’s diplomacy on the Cambodian problem affect the Japanese role in the region? It argues that Japan’s contribution was more active than has widely been recognized.

Book excerpt: While the US-Japan alliance has strengthened since the end of the Cold War, Japan has, almost unnoticed, been building security ties with other partners, in the process reducing the centrality of the US in Japan’s security. This book explains why this is happening. Japan pursued security isolationism during the Cold War, but the US was the exception. Japan hosted US bases and held joint military exercises even while shunning contacts with other militaries. Japan also made an exception to its weapons export ban to allow exports to the US. Yet, since the end of the Cold War, Japan’s security has undergone a quiet transformation, moving away from a singular focus on the US as its sole security partner. Tokyo has begun diversifying its security ties. This book traces and explains this diversification. The country has initiated security dialogues with Asian neighbors, assumed a leadership role in promoting regional multilateral security cooperation, and begun building bilateral security ties with a range of partners, from Australia and India to the European Union. Japan has even lifted its ban on weapons exports and co-development with non-US partners.
