Strategy means employing whatever resources are available to achieve policy goals in situations that are dynamic as conflicts change quickly over time. Operations are the actions that occur when politicians, soldiers, and diplomats execute plans. A strategic architecture, Caldwell argues, is thus not a static blueprint but a dynamic vision of how a state can succeed or fail in a conflict.

Book excerpt: History is replete with examples of lost opportunities to decisively defeat an enemy’s army on the field of battle. All too often, tactical success has not been followed by actions to ensure operational success. This failure may be attributable to a misunderstanding of the dynamics of operational encirclement. Two case studies highlight these dynamics. The Battles of the Falaise Gap in 1944 and the Ruhr Pocket in 1945 both illustrate the difficulties operational commanders face in conducting this type of operation. In the first case, Allied commanders failed to anticipate the opportunities presented by poor operational planning and tactical execution by their German adversaries and missed an opportunity for a quick and decisive victory. In the second, Allied commanders succeeded in learning from their previous mistakes at Falaise to achieve decisive operational results during the encirclement of the Ruhr. This monograph examines the dynamics of operational encirclement and determines what critical factors impact success or failure in achieving decisive results. It concludes that the three most critical factors which directly impact the success or failure of an operational encirclement include: the development of a flexible campaign plan, the establishment of an efficient and effective command and control infrastructure, and an ability to properly read the events on the battlefield. Based on these factors several planning considerations are identified as useful in the planning and execution of operational encirclements.

In No Sure Victory, Army officer and historian Gregory Daddis looks far deeper into the Army's techniques for measuring military success and presents a much more complicated-and disturbing-account of the American misadventure in Indochina. Daddis shows how the US Army, which confronted an unfamiliar enemy and an even more unfamiliar form of warfare, adopted a massive, and eventually unmanageable, system of measurements and formulas to track the progress of military operations that ranged from pacification efforts to search-and-destroy missions. In the book, Alethia H. Cook and Marie Olson Lounsbery examine the evolving nature of violence in intrastate conflicts, as well as the governments and groups involved, by focusing on the context of the relationships involved, the capacities of the conflict’s participants, and the actors’ goals. The authors first present a theoretical framework through which the changeable mix of relative group capacities and the resulting tactical decisions can be examined systematically and as conflicts evolve over time. They then apply that framework to the six case studies to show its usefulness in better understanding conflicts individually and in comparison. While previous research on civil wars has tended to focus on causes and outcomes, Conflict Dynamics takes a more comprehensive approach to understanding conflict behavior. The shifting nature of relative group capacity (measured in many different ways), coupled with dynamic group goals, determines the tactical decisions of civil war actors and the paths a rebellion will take. The case studies illustrate the relevance of third parties to this process and how their interventions can influence tactics. The progression of violence in conflicts is inextricably linked to the decisions made in their midst. These influence future iterations of the conflictual relationship. Complex groups on both sides both drive and are driven by the decisions made. Understanding conflicts requires that these reciprocal impacts be considered. The comparative framework demonstrated in this book allows one to flesh out this complexity.
