Book Veterans Disability Benefits Opportunities Remain for Improving Accountability for and Access to Benefits Delivery at Discharge Program

Download or read book Veterans Disability Benefits Opportunities Remain for Improving Accountability for and Access to Benefits Delivery at Discharge Program written by Daniel Bertoni and published by DIANE Publishing Inc.. This book was released on 2011 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. Through the Benefits Delivery at Discharge (BDD) program, the VA collaborates with DoD to streamline access to vets' disability benefits by allowing some servicemembers to file a claim and undergo a single exam process prior to discharge. BDD is designed for servicemembers with conditions that, while disabling, do not generally prevent them from performing their military duties. This program can shorten the time it takes for vets to receive benefits by several months. This statement identifies ways VA and DoD could improve these programs for transitioning servicemembers. It examined: (1) VA efforts to manage the BDD program; and (2) how VA and DoD are addressing challenges servicemembers face in accessing the BDD program. Illus.

Book excerpt: Through its disability compensation program, VA pays monthly benefits to veterans with service-connected disabilities. Under VA's BDD program, any member of the armed forces who has seen active duty-including those in the National Guard or Reserves may apply for VA disability benefits prior to discharge. The program allows veterans to file for and potentially receive benefits earlier and faster than under the traditional claim process because medical records are more readily accessible and key forms needed to process the claim can be signed immediately. Establishing that the claim is related to the member's military service may also be easier under the BDD program because the member is still on active duty status. In 2008, VA and DOD offered the program at 142 bases, providing access to over 70 percent of service members who were discharged in fiscal year 2007. In July 2008, VA issued policy guidance allowing service members being discharged from any military base to initiate BDD claims at other locations where VA personnel were located, such as at all of its 57 regional offices. VA also established an alternative predischarge program, now called Quick Start, to provide members who cannot participate in the BDD program an opportunity to initiate claims before discharge. Last year, over 51,000 claims were filed through the BDD and Quick Start programs. To participate in the BDD program, service members generally must meet six requirements: (1) be in the process of being honorably discharged from military service, (2) initiate their application for VA disability benefits between 60 and 180 days prior to their discharge date, (3) sign a Veterans Claims Assistance Act (VCAA) form, (4) obtain and provide copies of their service medical records to local VA personnel, complete a VA medical exam, and (6) remain near the base until the exam process is done.

GAO recommends that VA ii%prove timeliness and accuracy measures for BDD and predischarge claims data, collect additional data to monitor these claims, evaluate the BDD paperless process initiative, and improve its reviews of BDD operations. We recommend that DOD improve how it measures its goal for participation in VA benefits briefings. We also recommend that VA and DOD disseminate promising practices for the cooperative exam process. DOD concurred with our recommendations. VA generally agreed with our recommendations but did not agree to track the timeliness of BDD and predischarge claims development.

Book A 21st Century System for Evaluating Veterans for Disability Benefits

Download or read book A 21st Century System for Evaluating Veterans for Disability Benefits written by Institute of Medicine and published by National Academies Press. This book was released on 2007-09-30 with total page 406 pages. Available in PDF, EPUB and Kindle. Book excerpt: 21st Century System for Evaluating Veterans' Disability Benefits recommends improvements in the medical evaluation and rating of veterans for the benefits provided by the Department of Veterans Affairs (VA) to compensate for illnesses or injuries incurred in or aggravated by military service. Compensation is a monthly cash benefit based on a rating schedule that determines the degree of disability on a scale of 0 to 100. Although a disability rating may also entitle a veteran to ancillary services, such as vocational rehabilitation and employment services, the rating schedule is out of date medically and contains ambiguous criteria and obsolete conditions and language. The current rating schedule emphasizes impairment and limitations or loss of specific body structures and functions which may not predict disability well. 21st Century System for Evaluating Veterans' Disability Benefits recommends that this schedule could be revised to include modern concepts of disability including work disability, nonwork disability, and quality of life. In addition to the need for an updated rating schedule, this book highlights the need for the Department of Veterans' Affairs to devote additional resources to systematic analysis of how well it is providing services or how much the lives of veterans are being improved, as well as the need for a program of research oriented toward understanding and improving the effectiveness of its benefits programs.

Book excerpt: " For years, VA has struggled with an increasing workload of disability compensation claims. The average time to complete a claim was 188 days in fiscal year 2011, and VA expects an increase in claims received as 1 million servicemembers leave military service over the next 5 years. As GAO and other organizations have previously reported, VA has faced challenges in reducing the time it takes to decide veterans' claims. GAO was asked to review these issues. Specifically, this report examines (1) the factors that contribute to lengthy processing times for disability claims and appeals, and (2) the status of VBA's recent efforts to improve disability claims and appeals processing timeliness. To do this, GAO analyzed VBA performance data and program documents, reviewed relevant studies and evaluations, met with staff from five VA regional offices, and interviewed VBA officials and Veterans Service Organizations. "
