What are the real world effects of/on the will and the ability to be mobile? And, how do these lived realities, in turn, invigorate or interfere with certain discourses and ideologies of mobility?

On relevera cependant une lacune majeure: l'omission de toute documentation concernant la Relance europeenne amorcee en juin 1955, a Messine, par la Con ference des six ministres des affaires Hrangeres des Etats mem bres de la Communaute Europeenne du Charbon et de I' Acier et les negociations ulterieures de Bruxelles en vue de l'etablissement du Marche commun et de I'Euratom. Book excerpt: The Treaty of Rome makes no mention of the Mediterranean basin as such, inc1udes not a single provision for the defining of specific relations with that region as a whole. There are only, as a hang-over from the French and Italian colonialist past, certain Dec1arations, in the Appendices, regard ing a possible association of Tunis, Morocco, Libya with the new under taking. And, of course, there is Artic1e 113 prescribing, at the end of the Community's transition period, the common trade policy - plus the Artic1e (238) giving blanket authorisation for association agreements. These legal prescriptions were duly implemented in the Association Agreements with Greece (1961) and Turkey (1963) and have supplied the basis for bilateral instruments in respect of other Mediterranean lands - ad hoc, pragmatic ar rangements. In the circumstances the Community could scarcely have proceeded otherwise. Yet the outlines of a European economic policy with regard to the countries of the Mediterranean basin were there from the beginning -limited, however, over the years by the internal development of the Community itself. One is reminded in this connection of sundry invoca tions by European and Mediterranean personalities and members of the European Commission - and, specifically, of a Memorandum presented by Italy to the Council of Ministers in 1964.

Book excerpt: The governance and evaluation of ‘megaprojects’ – that is, large-scale, complex, high-stakes infrastructure projects usually commissioned by governments and delivered through partnerships between public and private organisations – is receiving increased attention. However, megaproject evaluation has hitherto largely adopted a linear-rationalist perspective to explain the frequent failure of such projects to meet the ‘iron triangle’ of performance criteria: delivering on time, within budget, and according to specifications. This approach recommends greater control and accountability to remedy megaproject ‘pathologies’. Drawing on empirical examples mainly from the transport sector and radioactive waste disposal, this book offers new perspectives to megaproject evaluation. Comprising contributions from leading experts in project evaluation and appraisal, this collection opens up new avenues by suggesting two ways of improving megaproject evaluation: 1) approaches that go beyond the dominant linearrationalist notion of policy processes, and emphasise instead the objective of opening up appraisal processes in order to enhance learning and reflexivity; and 2) approaches that extend evaluative criteria beyond the ‘iron triangle’, to cover the various socioeconomic impacts and preconditions for project success. This volume will be of great relevance to scholars and practitioners with an interest in megaprojects, energy and climate policy, radioactive waste management, urban design, and project planning and management.

Tandis que les entreprises découvrent l'importance d'agir sur le processus de décision en marche, elles se voient attribuer une place dans cette concertation participative. Ce nouveau rôle nécessite l'accumulation de compétences techniques élargies et la multiplication de contacts avec les autres acteurs. Ensemble, ils participent à la délimitation du cadre communautaire (à travers l'élaboration des normes techniques, l'harmonisation de la fiscalité, la régulation des aides d'État, etc.) et entendent y défendre au mieux leurs intérêts. Cela peut être l'occasion d'oppositions frontales, souvent difficiles à contourner. De nouveaux apprentissages sont alors nécessaires pour tâcher d'avancer dans l'harmonisation communautaire. This collection of papers derives from the multidisciplinary workshop of young researchers which took place in Louvain-la-Neuve on 11-13 June 2003. It is based on actual case studies in the sectors of transport, data-processing and telecommunications between the 1950s and the 1980s. It analyses the long and difficult process for those involved in building «expertise» in the new field of an integrated Europe. At the same time as firms discovered the importance of influencing the decision-making process at work, they were given a place in this participative process. This new role implies the accumulation of enlarged technical competencies and the multiplication of contacts with other economic actors. Together, they have taken part in the demarcation of the Community framework, through the elaboration of technical standards, tax harmonisation, state aids regulation, and so on, and have defended their interests in this framework as best they could. This could provoke strong opposition, which was difficult to overcome. In this case, a process of learning and understanding was necessary on both sides in order to advance Community harmonisation.
