Book Verification Practice Under the Chemical Weapons Convention

Download or read book Verification Practice Under the Chemical Weapons Convention written by Walter Krutzsch and published by Martinus Nijhoff Publishers. This book was released on 1999-11-10 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: ... As Director-General of the OPCW, I believe that a broad based informed discussion on these issues is desirable and will contribute to the success of the Convention. It is for this reason that I encouraged the preparation of "Verification Practice under the Chemical Weapons Convention: A Commentary I have strongly supported the efforts of the authors, Dr R Trapp and Dr W Krutzsch, both of whom have been intimately involved in the negotiations on and the implementation of the Chemical Weapons Convention. The result of their efforts is this book. This is not a book for easy reading over a weekend. The issues addressed are, more often than not, hardly exciting. But this is a much needed publication which, I hope, will be the first in the series of in-depth studies of the CWC verification regime and the practical work of the OPCW in this critically important area. As the authors state in their introduction, the substance of this volume is their sole responsibility. Some of their comments, conclusions or suggestions, may find not only supporters but opponents as well, which of course is only natural. On the whole, however, I believe that, whatever their views on the issues raised, all readers will share my view that this is a very useful and timely study. From the Foreword by Josi M Bustani, Director-General, OPCW This Commentary on the verification provisions of the Chemical Weapons Convention builds on a previous publication by the same authors - "A Commentary on the Chemical Weapons Convention (Kluwer 1994). It focuses on the verification regime established under the Convention and analyses the results of the preparatory phase as well as the practical experience gathered bythe OPCW since the entry into force of the Chemical Weapons Convention in 1997. This book was released on 2023-09-20 with total page 186 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Commentary on the verification provisions of the Chemical Weapons Convention builds on a previous publication by the same authors - A Commentary on the Chemical Weapons Convention (Kluwer 1994). It focuses on the verification regime established under the Convention and analyses the results of the preparatory phase as well as the practical experience gathered by the OPCW since the entry into force of the Chemical Weapons Convention in 1997. The book follows the methodological approach taken in the earlier publication - a paragraph by paragraph discussion of the text. It discusses those provisions which are relevant for the areas of verification where the OPCW has actually conducted inspections and thus acquired practical experience (i.e. routine inspections of chemical weapons and related facilities, and facilities related to the chemicals listed under Schedule 1 and 2). The book is intended to stimulate and enrich the debate on a number of practical as well as legal issues that have emerged during the practical implementation. It will be of interest to National Authorities and to diplomats following the implementation of the Chemical Weapons Convention, but also to practitioners in the chemical industry and related trade associations, international lawyers and political scientists - whether specialists or generalists, and the interested public.

Book Verification Under the Chemical Weapons Convention

Download or read book Verification Under the Chemical Weapons Convention written by Ralf Trapp and published by Stockholm International Peace Research Institute. This book was released on 1993 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is the first comprehensive analysis of a number of on-site test inspections which have been conducted in the chemical industry. These inspections were conducted in order to design and test the verification mechanisms for a future international Chemical Weapons Convention (CWC). Conclusions are drawn from these experiences about the manner in which such inspection could be conducted in future, problems encountered in the inspection process are described, and suggestions are made how the verification system of the CWC might be finalized so as to function most efficiently. Information is also presented which will broaden understanding of how such inspections will be conducted, what their limits will be and how the concerns of the chemical industry can be addressed.

Download or read book Verification of Dual use Chemicals Under the Chemical Weapons Convention written by Stockholm International Peace Research Institute and published by Stockholm International Peace Research Institute. This book was released on 1991 with total page 174 pages. Available in PDF, EPUB and Kindle. Book excerpt: In negotiations on the Chemical Weapons Convention delegates have addressed the question of how to verify compliance with those provisions which relate to the production and non-production of relevant chemicals. In order to facilitate the work of the negotiators, the Pugwash movement and SIPRI gave a group of fourteen scientific and other experts on the negotiations the task of analysing how the current Convention provisions would be applied to a specific chemical, thiodiglycol. This chemical can be used as a precursor to the chemical warfare agent, mustard gas. In eleven chapters and an annexe, the authors present their individual findings, illustrated with tables and figures. The steering committee of the project have provided summaries in introductory and concluding chapters. The particular problems of monitoring thiodiglycol production outlined may serve as a model for monitoring other chemicals which will be covered by the future Chemical Weapons Convention.

Book The New Chemical Weapons Convention

Download or read book The New Chemical Weapons Convention written by Michael Bothe and published by Martinus Nijhoff Publishers. This book was released on 1998 with total page 634 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Chemical Weapons Convention entered into force on 29 April 1997, & the major player, namely the United States, ratified it shortly before that date. This constitutes an important achievement in disarmament law & also a step forward in general international law, as the Convention, in order to solve a serious security problem, establishes an unprecedented regime for controlling relevant state & private behaviour, administered by a newly-created international organization. The system being both new & complex, there is a considerable need for interpretation & explanation. In order to make the Chemical Weapons Convention really work, additional measures of implementation are needed. These two problems are addressed by the various contributions presented in this book, which is the result of a common research project of three teams directed by the three editors. It reviews the history of the negotiations & then presents a thorough analysis of the major theatres of the Convention: the organization (OPCW), the verification regime, dispute settlement & reactions to non-compliance. More specific issues include confidentiality, application during armed conflicts, trade issues & national implementation. The information contained in the volume, including the report on the work of the Preparatory Commission, is up-to-date at the time of entry into force.
