Book Vehicle Excise Duty as Environmental Tax

Download or read book Vehicle Excise Duty as Environmental Tax written by Great Britain. Parliament. House of Commons. Environmental Audit Committee and published by The Stationery Office. This book was released on 2008 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: This year's budget made some significant changes to annual road tax (vehicle excise duty or VED). The main changes included: introduction of six new VED bands from 2009-10, bringing the total number of bans to 13; applying this new regime of 13 bands to exisiting cars on the road first registered on or after 1 March 2001; and introduction of a new rate of VED for new cars in the first year in which they are bought. The Environmental Audit Committee's aims in this report were to examine the projected enivronmental impacts of these changes, to review how fair these changes are, and to make recommendations to the Treasury as to how it should proceed. The Committee felt that there was nothing intrinsically wrong in the rebanding of cars registered since 2001 but that there was a lack of data about the financial impacts of these change on lower-income groups. The new-first year rates were welcomed. However concerns remain that the differentials between VED bands are still not large enough to drive market transformation. The Treasury should have taken much greater care to explain the changes in VED in the Budget. If the point of green taxes is to change behaviour, they need to be properly publicised. In general, the Treasury needs to develop a proper communications strategy

Book Taxing Automobile Emissions for Pollution Control

Download or read book Taxing Automobile Emissions for Pollution Control written by Maureen Sevigny and published by Edward Elgar Publishing. This book was released on 1998 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: This innovative book examines the role an automobile emissions tax could play in reducing emissions in the United States. Beginning with a theoretical discussion of a first-best tax, a second-best tax on passenger vehicles is developed. This study contains detailed analyses of: The design of tax. Behavioural reponses that lead to emissions reductions, including reductions in the household's vehicle miles of travel and the scrapping of low-value, high emitting vehicles. The effect of the tax on the reduction of emissions. The effects of the tax on households in different income quintiles. A comparison of the emissions reducing potential of a gasoline tax compared to an emissions tax. This study uses a simulation model to analyse the sensitivity of travel demand and the resulting emissions, to different tax rates and demand elasticities. The author concludes that an emissions tax has the potential to significantly reduce emissions from household vehicles, even when travel demand is relatively price inelastic. Taxing Automobile Emissions for Pollution Control will prove invaluable to policy makers and academics in the field of environmental management and environmental economics and p

Book Environmental Taxes

Download or read book Environmental Taxes written by Kalle Määttä and published by . This book was released on 1997 with total page 462 pages. Available in PDF, EPUB and Kindle. Book excerpt: This doctoral dissertation concerns the legal drafting issues related to environmental taxes. What is left of the economic idea of an environmental tax after it has been recast as a legal institution? To what extent have environmental taxes been adjusted to the existing legal system and to what extent have their specific objectives been taken into account? How are we to promote the theoretical virtues of environmental taxes in practice and how can we avoid the pitfalls implicit in a sustainable tax policy? What kind of challenges and opportunities exist to change the tax mix? To answer these questions, the concept of an environmental tax is clarified and different kinds of environmental taxes systematized, the forces driving the emergence of an environmental tax policy in Western Europe are outlined, and the relationship between environmental taxes and other legal institutions is analysed. Particular attention is paid to the regulatory problems surrounding carbon tax legislation.
