Yet, in 1970, experts would have predicted that L.A. would outpace San Francisco in population, income, economic power, and influence. The usual factors used to explain urban growth—luck, immigration, local economic policies, and the pool of skilled labor—do not account for the contrast between the two cities and their fates. So what does? The Rise and Fall of Urban Economies challenges many of the conventional notions about economic development and sheds new light on its workings. The authors argue that it is essential to understand the interactions of three major components—economic specialization, human capital formation, and institutional factors—to determine how well a regional economy will cope with new opportunities and challenges. Drawing on economics, sociology, political science, and geography, they argue that the economic development of metropolitan regions hinges on previously underexplored capacities for organizational change in firms, networks of people, and networks of leaders. The immediate problem was the knock-on effects of the crisis on each country’s public finances. Bank bail-outs imposed a massive increase in sovereign debt on member states, while the economic recession unavoidably led to ballooning budget deficits via the usual mechanisms of reduced taxes and increased welfare spending. Subsequently, the Eurozone sovereign debt crisis exposed the hidden weaknesses in the monetary and financial arrangements that had accompanied the launch of the Euro; the severe economic imbalance between member states, rooted in longer-term structural divergences, and the inadequate institutional mechanisms for resolving these difficulties. This book originated from an EU-funded international research network on "Systemic Risks, Financial Crises and Credit: the Roots, Dynamics and Consequences of the Sub-Prime Crisis". Contributions explore and evaluate some of the ways in which the institutions and policies of the European Union and its member states have changed in response to the problems brought about by the crisis. Book excerpt: A dynamic social history of shadow capitalism spanning the late nineteenth and twentieth centuries Observers see free markets, the relentless pursuit of profit, and the unremitting drive to commodify everything as capitalism's defining characteristics. These most visible economic features, however, obscure a range of other less evident, often unmeasured activities that occur on the margins and in the concealed corners of the formal economy. The range of practices in this large and diverse hidden realm encompasses traders in recycled materials and the architects of junk bonds and shadow banking. It includes the black and semi-licit markets that allow wealthy elites to avoid taxes and the unmeasured domestic and emotional labor of homemakers and home care workers. By some estimates, the unmeasured economic activity that occurs within the household, informal market, and underground economy amounts to a substantial portion of all economic activity in the world, as much as 30 percent in some countries. Capitalism's Hidden Worlds sheds new light on this shadowy economic landscape by reexamining how we think about the market. In particular, it scrutinizes the missed connections between the official, visible realm of exchange and the uncounted and invisible sectors that border it. While some hidden markets emerged in opposition to the formal economy, much of the obscured economy described in this volume operates as the other side of the legitimate, state-sanctioned marketplace. A variety of historical actors—from fortune tellers and forgers to tax lawyers and black market consumers—have constructed this unseen world in tandem with the observable public world of transactions. Since the turn of the 21st century, state-owned enterprises, sovereign funds, and policy banks have vastly expanded their control over assets and markets. Concurrently, governments have experimented with increasingly assertive modalities of statism, from techno-industrial policies and spatial development strategies to economic nationalism and trade and investment restrictions. This book argues that we are currently witnessing a historic arc in the trajectories of state intervention, characterized by a drastic reconfiguration of the state's role as promoter, supervisor, shareholder-investor, and direct owner of capital across the world economy. It offers a comprehensive analysis of this “new state capitalism”, as commentators increasingly refer to it, and maps out its key empirical manifestations across a range of geographies, cases, and issue areas. Alami and Dixon show that the new state capitalism is rooted in deep geopolitical economic and financial processes pertaining to the secular development of global capitalism, as much as it is the product of the geoeconomic agency of states and the global corporate strategies of leading firms. The book demonstrates that the proliferation of muscular modalities of statist interventionism and the increasing concentration of capital in the hands of states indicate foundational shifts in global capitalism. This includes a growing fusion of private and state capital, and the development of flexible and liquid forms of property that collapse the distinction between state and private ownership, control, and management.
