Book excerpt: Physical and chemical studies of the earth and planets along with their sur roundings are now developing very rapidly. As these studies are of essentially international character, many international conferences, symposia, seminars and workshops are held every year. To publish proceedings of these meetings is of course important for tracing development of various disciplines of earth and plane tary sciences though publishing is fast getting to be an expensive business. It is my pleasure to learn that the Center for Academic Publications Japan and the Japan Scientific Societies Press have agreed to undertake the publication of a series "Advances in Earth and Planetary Sciences" which should certainly become an important medium for conveying achievements of various meetings to the aca demic as well as non-academic scientific communities. It is planned to publish the series mostly on the basis of proceedings that appear in the Journal of Geomagnetism and Geoelectricity edited by the Society of Terrestrial Magnetism and Electricity of Japan, the Journal of Physics of the Earth by the Seismological Society of Japan and the Volcanological Society of Japan, and the Geochemical Journal by the Geochemical Society of Japan, although occasional volumes of the series will include independent proceedings. Selection of meetings, of which the proceedings will be included in the series, will be made by the Editorial Committee for which I have the honour to work as the General Editor.

DOMINGO Space Science Department, ESTEC, Noordwijk, The Netherlands The XIVth ESLAB Symposium on 'Physics of Solar Variations' was held in Scheveningen (The Netherlands) on 16-19 September, 1980. The objective of the symposium was to discuss from an interdisciplinary point of view the different types of changing phenomena that occur in the Sun and the effects that such changes may have on the Earth environment with the aim that a global look at the varying phenomena may improve the understanding of the underlying physical processes. Solar physicists of different background, investigators in solar radiometry and atmospheric scientists gathered to review the progress that has been made in the study of the different areas of solar variations. The proceedings of this symposium constitute an up-to-date collection of information on the variations of the Sun. The first and largest section of the proceedings is devoted to the physics of the Sun. An overview of how the observed variations contribute to the development of the theory of the solar structure is followed by several papers on recent results on the study of solar oscillations, a unique probe of Sun's interior. Several papers then summarise the theoretical and experimental efforts in the study of the solar magnetic cycle and its consequences. Finally the expansion of the corona with the formation of the solar wind and some characteristics of solar wind variations are described.

Book excerpt: This book, combining integratively-revised previously-published papers with entirely new chapters, challenges and treats some major problems in Kant’s philosophy not by means of new interpretations but by suggesting some variations on Kantian themes. Such variations are, in fact, reconstructions made according to Kantian ideas and principles and yet cannot be extracted as such directly from his writings. The book also analyses Kant's philosophy from a new metaphysical angle, based on the original metaphysics of the author, called panenmentalism. It reconstructs some missing links in Kant's philosophy, such as the idea of teleological time, which is vital for Kant's moral theory. Although these variations cannot be found literally in Kant’s works, they can be legitimately explicated, developed, and implied from them. Such is the case because these variations are strictly compatible with the details of the texts and the texts as wholes, and because they are systematically integrated. Their coherence supports their validation. The target audiences are graduate and PhD students as well as specialist researchers of Kant's philosophy.

This method was pioneered by Vito Volterra who noticed that the conventional Euler-Lagrange (EL-) equations are not applicable in Non-Holonomic Mechanics and suggested to modify the basic rule used in Variational Calculus. This book presents a survey of Variational Calculus with non-commutative variations and shows that most basic properties of conventional Euler-Lagrange Equations are, with some modifications, preserved for EL-equations with K-twisted (defined by K)-variations. Most of the book can be understood by readers without strong mathematical preparation (some knowledge of Differential Geometry is necessary). In order to make the text more accessible the definitions and several necessary results in Geometry are presented separately in Appendices I and II Furthermore in Appendix III a short presentation of the Noether Theorem describing the relation between the symmetries of the differential equations with dissipation and corresponding s balance laws is presented.

Book excerpt: The increasing complexity and sophistication of synchronous orbit satellites has resulted in a corresponding increase in their susceptibility to anomalous behavior and disruption. Many of these problems can be attributed to the buildup of large potentials on various surfaces of the satellites in response to the ambient space plasma. Such large potentials (as great as -20,000 V relative to the ambient plasma) can produce anomalies and disruptions by causing arcing between the surfaces. In this report, the question of the time rate of change of satellite potential is studied. Theory and observations are reviewed to give estimates of the time rate of change in potentials encountered at synchronous orbit. A clear need for future study is indicated. Plans for instrumentation being developed at AFGL to study the area are discussed. (Author).
