Much literature is dedicated to the influence of consumer demand for higher-welfare products and citizen support for higher-welfare legislation. Demand for products is influenced by consumer values while consumer-citizen attitudes toward welfare drives support for legislation. To complicate matters, consumer-citizen attitudes may or may not agree with stakeholders, including producers and animal scientists, who hold disparate sets of welfare standards that range from the physiological to the needs-based spectrum of welfare. The United States favors an economic, market-regulation approach to all levels of farm-animal welfare including the minimum standards and higher-welfare attributes, relying on consumer values expressed as market demand and attitudes expressed as pressure for legislation. Understanding the differences between the values driving demand, attitudes supporting legislation, and the role of transparent information is key to achieving higher welfare standards at both economic and legislative levels. A knowledge gap exists within literature of the nature of the United States economic stance on welfare, existing policies and the political landscape that illuminates the challenges of diverse consumer values and attitudes shaping these animal welfare drivers. This paper uses a traditional literature review to identify shaping these animal welfare drivers. This paper uses a traditional literature review to identify knowledge gaps in qualitative literature to gain a thorough understanding of the role of the economic value and moral values of animal welfare among all stakeholders within the legal and economic landscape and how to assist stakeholders to make more informed decisions or inspire further research.

Book excerpt: Resource-management decisions, especially in the area of protecting and maintaining biodiversity, are usually incremental, limited in time by the ability to forecast conditions and human needs, and the result of tradeoffs between conservation and other management goals. The individual decisions may not have a major effect but can have a cumulative major effect. Perspectives on Biodiversity reviews current understanding of the value of biodiversity and the methods that are useful in assessing that value in particular circumstances. It recommends and details a list of components-including diversity of species, genetic variability within and among species, distribution of species across the ecosystem, the aesthetic satisfaction derived from diversity, and the duty to preserve and protect biodiversity. The book also recommends that more information about the role of biodiversity in sustaining natural resources be gathered and summarized in ways useful to managers. Acknowledging that decisions about biodiversity are necessarily qualitative and change over time because of the nonmarket nature of so many of the values, the committee recommends periodic reviews of management decisions.
