Unemployment and rising poverty have compelled individuals to reconsider their own priorities and goals, while governments have been forced to rethink social policies on the national level, as well as their international economic and political agreements. Some countries have been more deeply affected by the crisis than others, and the impact of economic shortage on individuals and governments has differed, not only because of the different magnitudes of the crisis, but also because individuals react differently to the contextual changes. This book makes use of cross-national survey data to explore the impact of wealth and economic contexts on social values. Instead of attempting to explain how aggregate changes occur (as previous volumes have done) the chapters in this collection focus on micro-level effects to interrogate more deeply the interplay between attitudes and values – and the way both can change as a result of transformation of economic context. This book elaborates on several dimensions of value change: the measurement model and the way it changes under the impact of economic shortage; the connection between universal value orientations and attitudes towards different objects (e.g. the welfare state, immigrants and ethnic groups); the effects of economic factors and vulnerability on values and attitudinal orientations; how particular political and economic contexts produce changes in political orientations. This book focuses on the interrelationship of social values, attitudes and economic scarcity in the context of the last economic crisis experienced by many European countries. It will appeal to scholars and students of sociology, political science and economics.

For more than a decade after World War I, liberalism, nationalism, conservatism, social democracy, Christian democracy, communism, fascism, and every variant of these movements struggled for power. Although Germany's constitutional framework boldly enshrined liberal democratic values, the political spectrum was so broad and fully represented that a stable parliamentary majority required constant negotiations. The compromises that were made subsequently alienated citizens, who were embittered by national humiliation in the war and the ensuing treaty and struggling to survive economic turmoil and rapidly changing cultural norms. As positions hardened, the door was opened to radical alternatives. In this game, students, as delegates of the Reichstag (parliament), must contend with intense parliamentary wrangling, uncontrollable world events, street fights, assassinations, and insurrections. The game begins in late 1929, just after the U.S. stock market crash, as the Reichstag deliberates the Young Plan (a revision to the Treaty of Versailles that ended World War I). Students belonging to various political parties must debate these matters and more as the combination of economic stress, political gridlock, and foreign pressure turn Germany into a volcano on the verge of eruption.

The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

By means of a lucid narrative of the crisis and a series of analytical chapters pinpointing critical issues of economic collapse and gradual recovery, Posner helps non-technical readers understand business-cycle and financial economics, and financial and governmental institutions, practices, and transactions, while maintaining a neutrality impossible for persons professionally committed to one theory or another. He calls for fresh thinking about the business cycle that would build on the original ideas of Keynes. Central to these ideas is that of uncertainty as opposed to risk. The crisis and the government's energetic response to it have enormously increased the national debt at the same time that structural defects in the American political system may make it impossible to pay down the debt by any means other than inflation or devaluation.

Many of our problems are globally produced but the volume of power at the disposal of individual nation-states is simply not sufficient to cope with the problems they face. This divorce between power and politics produces a new kind of paralysis. Its effects on corporate and governmental balance sheets have been devastating, as have been its impacts on the employment and well being of tens of millions of citizens. It continues to pose major challenges to national policymakers and institutions around the world. Managing public uncertainty and anxiety is vital in coping with financial crises. This requires not just prompt action but, most of all, persuasive communication by government leaders. At the same time, the very occurrence of such crises raises acute questions about the effectiveness and robustness of current government policies and institutions. With the stakes being so high, defining and interpreting what is going on, how and why it happened, and what ought to be done now become key questions in the political and policy struggles that crises invariably unleash. In this volume, we study how heads of government, finance ministers and national bank governors in eight countries as well as the EU engage in such 'framing contests', and how their attempts to interpret the cascading events of the economic downturn were publicly received.
