Book excerpt: Le présent rapport concerne l’évaluation finale d’un projet qui visait à renforcer les capacités d’adaptation au changement climatique (ACC) des secteurs agricoles et pastoraux au Niger. Le projet a touché 21 142 bénéficiaires directs (soit 106 pour cent de la cible) dont 51 pour cent de femmes. Cependant, le projet a connu des insuffisances aux niveaux de sa gestion (du démarrage jusqu’à mi-parcours), de son Résultat 3 (intégration de l'ACC dans les politiques et plans de développement) et de la mobilisation/comptabilisation du cofinancement des partenaires. Le Résultat 3 sera poursuivi dans le volet champ-école agropastoral – club d’écoute communautaire (CEAP-CEC) du Projet d’appui à l’agriculture sensible aux risques climatiques (PASEC). L’évaluation conclut qu’en dépit des succès du projet, la FAO doit améliorer certains mécanismes de gestion du projet et de mobilisation du cofinancement, renforcer les capacités des partenaires à partir de l’analyse des besoins, et suggère de développer un partenariat avec les organisations faîtières paysannes sur le long terme pour renforcer leurs capacités de vulgarisation et d’appui conseil.

Book excerpt: L’objectif global du projet était d’améliorer la sécurité alimentaire et nutritionnelle des populations vulnérables au Burkina Faso et au Mali à travers le renforcement de la résilience de leurs moyens d’existence face aux aléas climatiques. L’évaluation finale du projet a été réalisée entre le 22 avril et le 18 mai 2019 par une équipe de trois experts. Elle conclut que le projet a contribué à améliorer la sécurité alimentaire et nutritionnelle des populations vulnérables ciblées. Les ménages ont été formés sur les pratiques agro-sylvo-pastorales résilientes au climat à travers l’approche «Champs écoles agro pastoraux» (CEAP) qui a montré son efficacité dans le transfert de connaissances. Grâce à la mise en place d’Associations villageoises d’épargne et de crédit (AVEC), plusieurs ménages ont pu avoir accès au crédit pour financer des activités génératrices de revenus et la caisse de solidarité des AVEC a contribué à renforcer la cohésion sociale du groupe. L’évaluation a constaté une analyse insuffisante en matière de genre et de sensibilités socio-culturelles qui a limité la participation des femmes aux activités du projet.

These include the combined effects on manufacturing employment of a relatively faster growth of productivity in manufacturing, the associated relative price changes, and shifts in the structure of demand between manufactures and services. North-South trade explains less than one fifth of deindustrialization in the advanced economies. Moreover, the contribution of North-South trade to deindustrialization has been mainly through its effects in stimulating labor productivity in Northern manufacturing. It has had little enduring effect on total manufacturing output in the advanced economies.
