The following are among the study's findings: The number of enlisted women on active duty more than tripled from 1971 through 1976; Active duty women are being promoted the same as, or at higher rates than, men in all occupations open to women; Women on active duty are retained at about the same overall rates as men, although they have higher loss rates in non-traditional occupations; The Services have made significant progress in expanding the use of women in non-traditional skills; and although the Navy, Air Force and Marine Corps are planning significant increases in the number of enlisted women on active duty in the 1978 to 1982 period, the Army's current plan calls for no growth in enlisted women after 1979.

The results of some studies of sexual differences are presented. These results tend to dispel the myths upon which many of the barriers to women have been based.

Analyses resulted in three papers and four presentations at a professional meeting. Each addressed an aspect of health and military women consistent with the grant's objectives. Specifically, among military women and men, papers examined the relationships between stress and substance abuse; the effects of stress, symptoms of depression, and coping style on occupational impairment, and relationships between deployment and substance abuse. Presentations examined deployment and substance use among military women and men; substance use and injury among military women and men; sources and effects of stress on work performance of military women and men; and the co-occurrence of substance use and other health-risk behaviors among military women and men. Copies of each are included in the appendices to the report.

Some problems such as uniforms, billeting, assignments and training are obvious and with proper planning can and will be solved by commanders and staffs throughout the chain of command. Other problems, perhaps not so obvious, have not received sufficient attention and remain of concern: fraternization; attitudes of male and female soldiers; effects of the Equal Rights Amendment; deployability; and requirements unique to women such as pregnancy, abortion, child care, and assignment of military couples. Policies as expressed by the Secretary of Defense, Secretary of the Army, Chief of Staff of the Army, and major commanders are not disseminated in sufficient detail to insure that soldiers understand what policies are applicable to the utilization of female soldiers. Many soldiers, both male and female, are concerned that supervisors do not have sufficient training to cope with the sexually-mixed work environment, particularly as this environment deals with discipline, extra duties, and physical capabilities of the female soldier.

This Annual Report discusses major activities of Year 1, including questionnaire development and pilot testing, sample design, and data collection planning. In addition, it notes research activities planned for Year 2.

In the United States, women represent about 10 percent of the active duty military population. Thus the topic of women and military service is an important and timely one. Women have served in and with the United States armed forces since the founding of our nation; yet it has only been since the 1970s that issues concerning women in the military have been seriously and systematically pursued by both scholars and military planners. This volume is an effort to identify and examine key events, questions, and policies pertaining to women in the United States armed forces. To do this, a multidisciplinary analytical strategy that incorporates the methodology and conceptual tools of history, social science, organizational theory, policy analysis, and future studies was adopted. Chapter 1 presents a history of women in the US armed forces. To understand the contemporary situation of women in the military, it is necessary to understand the historical roots of the issues. Many of the questions being raised about women in the military today have also been issues of concern in the past; thus these questions have a "military" history. In fact, there have been several recurring questions about the utilization of women in the military. These issues have relevance today, just as they had in the eighteenth and nineteenth centuries, but the ways in which we address and answer these concerns may be different now because of (1) changing patterns of societal expectations, and (2) changes in the military organization itself. It is these issues that form the basis for Chapter 2, which uses social science concepts and analytical methods to examine major instruments and patterns of change regarding women in the armed forces. Both internal military factors and factors external to the military organization are examined for their effects on the military roles of women. What forces seem to determine the extent and the scope of the utilization of women in the military? Is the question, that is explored. Chapter 3 identifies and analyzes 10 contemporary "key issue areas" pertaining to women in the military. It examines not only the visible symptoms of current problems but also the underlying causes that contribute to them. Utilizing an "organizational culture" approach, Chapter 3 examines the organizational values and assumptions upon which military policy is built and looks at the future of women in the US Armed Forces. Finally, it examines some potentially useful techniques that could be employed in future policy planning.
