Since it is unlikely that the Army will devote substantially greater resources to its research and development (R & D), the Army must find better methods for developing the technologies needed to stage its revolution in military affairs (RMA) while keeping current equipment relevant and affordable. This issue paper introduces the idea that the Army should fund some of its technology development through a private venture capital organization. The concept exploits venture capital's efficiency in developing technology, its access to the growing commercial technology sector, its capacity to respond with agility to changing technology, and its ability to leverage additional resources throughout the development cycle. The authors propose that the Army set up a venture capital fund as a not-for-profit corporation that makes equity investments in early-stage companies developing technologies that are important to the Army but also have potential to find commercial markets in the longer term. The use of a venture capital model for development of relevant advanced technologies could significantly help the Army achieve the acquisition reform goal of affordabily acquiring the leading-edge technologies it needs.

Linda Weiss attributes the U.S. capacity for transformative innovation to the strength of its national security state, a complex of agencies, programs, and hybrid arrangements that has developed around the institution of permanent defense preparedness and the pursuit of technological supremacy. In America Inc.? she examines how that complex emerged and how it has evolved in response to changing geopolitical threats and domestic political constraints, from the Cold War period to the post-9/11 era. Weiss focuses on state-funded venture capital funds, new forms of technology procurement by defense and security-related agencies, and innovation in robotics, nanotechnology, and renewable energy since the 1980s. Weiss argues that the national security state has been the crucible for breakthrough innovations, a catalyst for entrepreneurship and the formation of new firms, and a collaborative network coordinator for private-sector initiatives. Her book appraises persistent myths about the military-commercial relationship at the core of the National Security State. Weiss also discusses the implications for understanding U.S. capitalism, the American state, and the future of American primacy as financialized corporations curtail investment in manufacturing and innovation.

It expands on a briefing, presented to the Assistant Secretary of the Army (Acquisition, Logistics, and Technology) (ASA(ALT)) in January 2000, describing nontraditional approaches for the Army to follow to collaborate and partner with industry using the concepts of public- private partnerships, venture capital funding, and government corporations. The research was sponsored by the Deputy ASA(ALT) for Plans, Pro. grams, and Policy and was conducted within RAND Arroyo Center's Force Development and Technology Program. The Arroyo Center is a federally funded research and development center sponsored by the United States Army. The findings should be of interest to Army audiences concerned with collaborating and partnering with industry and interested in under- standing the various means available to the Army to increase such collaborations and partnerships using nontraditional approaches.

Changes in the threat environment suggest a need for a fresh examination of the adequacy and suitability of acquisition methods for the coming decade. This report examines one class of acquisition method, known as government venture capital (GVC), or government strategic investment (GSI). The research extracts general observations from previous cases and from a partial economic model of the GSI type of initiative. Taken together, these analyses will help government acquisition managers to judge more thoroughly the suitability of strategic investment methods for motivating future government mission-oriented innovation by private firms. The report does not explicitly compare GSIs and alternatives for their efficacy in advancing government mission objectives. If it had, it is likely that the main advantage of GSI would be improved access to information about alternative approaches available in the commercial market, resulting from the close relationships the GSI structure engenders between government and business.

Book excerpt: The United States faces a new challengeâ€"maintaining the vitality of its system for supporting science and technology despite fiscal stringency during the next several years. To address this change, the Senate Appropriations Committee requested a report from the National Academies of Sciences and Engineering and the Institute of Medicine to address "the criteria that should be used in judging the appropriate allocation of funds to research and development activities; to examine the appropriate balance among different types of institutions that conduct such research; and to look at the means of assuring continued objectivity in the allocation process." In this eagerly-awaited book, a committee of experts selected by the National Academies and the Institute responds with 13 recommendations that propose a new budgeting process and formulates a series of questions to address during that process. The committee also makes corollary recommendations about merit review, government oversight, linking research and development to government missions, the synergy between research and education, and other topics. The recommendations are aimed at rooting out obsolete and inadequate activities to free resources from good programs for even better ones, in the belief that "science and technology will be at least as important in the future as they have been in the past in dealing with problems that confront the nation." The authoring committee of this book was chaired by Frank Press, former President of the National Academy of Sciences (1981-1993) and Presidential Science and Technology Advisor (1977-1981).
