Book excerpt: In recent years, automatically-collected data from many transit agencies have been made available to the public in real time. This has dramatically improved the experience of riding transit, by allowing passengers to use detailed information on the current state of service to make more informed travel decisions. The "open data" movement has allowed independent mobile-phone app developers to create a variety of useful tools to improve the passenger experience. However, agencies' use of real-time data for operational purposes has lagged behind customer-facing app development. This research examines the use of real-time data for the application of operational control strategies on transit services. Two high-frequency bus routes of the Massachusetts Bay Transportation Authority are used as a case study. It begins with the development of an application to download, interpret, and present data on bus service and recommended control actions in a graphical user interface. This application is then used to conduct an experiment with a terminal-based holding strategy on MBTA Route 1. The results of this experiment drive further investigation into the causes of deviations from scheduled or assigned departure times at terminals. To supplement the experimental data, a simulation model of MBTA Routes 1 and 28 is developed. This simulation is used to test additional control strategies, as well as the effect of reducing unexplained operator deviations from assigned departure times. The research finds that real-time data can be used to create significant operational improvements. In particular, holding strategies at terminals, along with reducing unexplained operator deviations from assigned terminal departure times, have a strong effect. Several specific recommendations are made for a number of strategies that the MBTA can use to improve the precision of terminal departure times on bus services. This research also finds that holding at midpoints and short-turning can provide some additional benefit, but the costs and benefits to passengers of these strategies are more complicated and should be investigated with further research and implemented using optimization schemes rather than the heuristic rules used here.

Book excerpt: A public transport operator's ability to understand and improve service reliability experienced by passengers depends upon their ability to measure it. Traditionally, largely due to data collection limitations, passengers' experience of reliability has not been measured directly. As a result, operators often fail to effectively measure, and thus manage, key issue affecting passengers' perceived reliability. However, with the relatively recent availability of automatic data collection (ADC) systems, it has become technically feasible to measure passengers' reliability experience at a detailed level. If used in practice, passenger-experienced reliability measurement has the potential to improve public transport systems' responsiveness to passengers needs across many functional areas. This thesis develops a framework for the understanding and practical use of passenger-experienced reliability measurement on high-frequency transit systems. A model of passenger-experienced reliability based on total travel time variability is developed, and the key differences from "operational" reliability identified. This model is applied to identify public transport management functions which should be targeted as a result of passenger-experienced reliability measurement. The model and potential applications are then synthesized to develop a set of design criteria for passenger-experienced reliability metrics. Two new measures of passenger-experienced reliability are developed, both aiming to quantify the "buffer time" passengers must add to compensate for travel time variability. The first measure, derived from passengers' actual travel times from automatic fare collection (AFC) data, is essentially the median travel time variability experienced by frequent travelers over each origin-destination (OD) pair of interest. The second measure, derived from vehicle location data, OD matrices, and train load estimates, is based on a simulation of passengers' waiting, boarding, transfer, and in-vehicle travel process. This second metric is aimed at "non-gated" systems without exit AFC data, for which passengers' travel times cannot be measured directly. These two metrics are tested and evaluated using data from the Hong Kong MTR system. These metrics' response to incidents, scheduled headways, and passenger demand are tested at the OD pair and line levels. The results are used to evaluate these metrics according to the previously-developed design criteria for passenger-experienced reliability metrics. The first metric is found to be suitable for implementation (where adequate data is available), while the second is found to inadequately measure demand-related delays. An implementation guide for the AFC-based metric is developed. This guide is structured around four main implementation decisions: (1) coordination with an operator's existing metrics, (2) defining the service scope, (3) determining an appropriate frequency of calculation, and (4) defining appropriate time of day intervals and date periods. This guide is then demonstrated using a case study application from MTR: an investigation of the 2014 Hong Kong political demonstrations' impact on MTR reliability.

Book excerpt: The purpose of this research is to provide insight into the effectiveness of certain real time dispatching control actions on service reliability for transfer from a high frequency bus route to a low frequency bus route. A model of the operation of 2 connected bus routes was built based on data from real bus routes operated by OC Transpo in Ottawa, and a simulation program was designed and developed. This simulation program was used to conduct experiments to compare different control actions to improve transfer effectiveness, to test the impacts of the bus threshold on passenger waiting time and to evaluate the AVL detector location. We defined an objective function--cost/benefit function, to measure the system performance of the above cases. This objective function considered 2 important factors: number of passengers relevant to transfer and waiting time relevant to control. The research and simulation experiments suggested that real time monitoring technologies can improve the transit bus transferring significantly without preplanned timed transfer. The detector location is determined by feeder line headway primarily and the connecting bus holding threshold secondarily. Without considering the hard requirements from outside system, the bus holding threshold should not be greater than the feeder line headway.

Book excerpt: As public transit agencies install new technology systems they are gaining increasing amounts of data. This data has the potential to change how they operate by generating better information for decision-making. Deriving value from this data and applying it to improve service requires changing the institutional processes that developed when agencies had little reliable information about their systems and customers. With automated systems producing large quantities of high quality data, it becomes the impetus for, rather than simply the input to, measurement. Capturing more value from automated data thus involves rethinking what agencies can know about service. This research uses the Massachusetts Bay Transportation Authority (MBTA) as a case study. It first assesses how the MBTA currently uses real-time and historical data. Based on this assessment, it redesigns and advances the agency's daily performance reports for rapid transit through a collaborative and iterative process with the Operations Control Center. These reports are then used to identify poor performance, implement pilot projects to address its causes, and evaluate the effects of these pilots. Through this case study, this research finds that service controllers' trust and interpretation of performance information determines its impact on operations. It concludes that new data will be most effective in producing service improvements if measurements accurately reflect human experience and are developed in conjunction with their eventual users. It also finds that developing pilot projects during this collaborative process enables new performance information to result in service improvements. Based on these findings, this work produces a set of recommendations for generating useful performance information from transit data, as well as a specific set of recommendations for expanding the use of data at the MBTA.
