UN intervention in civil wars, as in Somalia, Bosnia and Herzegovina, and Rwanda, has thrown into stark relief the difficulty of peacekeepers operating in situations where consent to their presence and activities is fragile or incomplete and where there is little peace to keep. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Book excerpt: Using Force to Protect Civilians offers the first comprehensive analysis of United Nations military protection operations across time and UN missions, drawing on a novel dataset that covers 200 operations from ten UN peacekeeping missions in Africa from 1999 to 2017. Employing a mixed-methods research design, the book finds that Blue Helmets succeed as often as they fail when they employ force to protect, indicating that they can wield force effectively - under the right conditions - to achieve this priority task. Stian Kjeksrud shows that effective UN military protection operations must rest on a deep understanding of perpetrators' motivation and modus operandi for attacking civilians, facilitating tailored military responses to stop or reduce physical threats in a timely manner. Adding to existing knowledge about the conflict-reducing effect of the presence of uniformed UN personnel, he also finds that specific actions matter more than the simple presence of Blue Helmets in large numbers. While protecting civilians is a priority task for military peacekeepers, we have limited knowledge about how they fare across time and in different UN missions when they use force to protect. We also remain largely ignorant of the conditions leading to successful outcomes when they intervene militarily to protect civilians from violence. Using Force to Protect Civilians addresses both of these knowledge gaps, and provides the building blocks for a theory of the utility of force to protect civilians in UN peace operations.

Where it once was limited in scope and based firmly on consent of all parties, contemporary operations are now charged with penalizing spoilers of peace and protecting civilians from peril. Despite its more aggressive posture, practitioners and academics continue to affirm the vital importance of impartiality whilst stating that it no longer means what it once did. Taking Sides in Peacekeeping explores this transformation and its implications, in what is the first conceptual and empirical study of impartiality in UN peacekeeping. The book challenges dominant scholarly approaches that conceive of norms as linear and static, conceptualizing impartiality as a 'composite' norm, one that is not free-standing but an aggregate of other principles-each of which can change and is open to contestation. Drawing on a large body of primary evidence, it uses the composite norm to trace the evolution of impartiality, and to illuminate the macro-level politics surrounding its institutionalization at the UN, as well as the micro-level politics surrounding its implementation in the Democratic Republic of the Congo, site of the largest and costliest peacekeeping mission in UN history. Taking Sides in Peacekeeping reveals that, despite a veneer of consensus, impartiality is in fact highly contested. As the collection of principles it refers to has expanded to include human rights and civilian protection, deep disagreements have arisen over what keeping peace impartially actually means. Beyond the semantics, the book shows how this contestation, together with the varying expectations and incentives created by the norm, has resulted in perverse and unintended consequences that have politicized peacekeeping and, in some cases, effectively converted UN forces into one warring party among many. Taking Sides in Peacekeeping assesses the implications of this radical transformation for the future of peacekeeping and for the UN's role as guarantor of international peace and security.

The authors argue that much of the confusion on the subject stems from a persistent misunderstanding of the United Nations Charter. The Charter appears to be very clear on the use of military force: it is only allowed when authorized by the Security Council or in self-defense. Lost in the English-language version of the Charter but a vital part of the French and other non-English versions, the concept of legitimate defense will enable political leaders, courts, and scholars to see the solid basis under international law for states to intervene with force--not just to protect themselves against an imminent attack but also to defend other national groups.
