It justifies modifications of the STAMINA 2.0 traffic noise prediction model for use in Colorado. Vehicle noise emission measurements were made in accordance with FHWA Report No. DP-45-1R. It was determined that STAMINA 2.0 (with FHWA default emission rates) over predicts the noise levels by approximately 4 dBA and that adjustments to the emission rates in the model should be made. Based on this study CDOT was allowed by FHWA to change the emission rates in STAMINA 2.0. This change in the model has reduced the cost of noise mitigation by reducing height and extent of noise barriers.

Book excerpt: This study was conducted to determine if the noise emission characteristics of Arizona highway vehicles are consistent with the data contained in the Federal Highway Administration's (FHWA's) Traffic Noise Model (TNM). This study also examined the prediction accuracy of the TNM and STAMINA models. Field measurements were made at ten separate locations representative of typical Arizona topography and traffic conditions. These sites were modeled and both TNM and STAMINA were used to generate predicted sound levels at each measurement location.

Book excerpt: The United States Federal highway administration (FHWA) traffic noise prediction model (stamina) has been adopted in Canada because of its flexibility and analytical features which accomodate changed conditions through simple updating procedures. Major inputs for stamina are the reference energy mean emission levels of vehicle classes as a function of speed, as established by the FHWA in 1978. In order to re-evaluate the model in consideration of present day conditions in Ontario, data were collected on reference emission levels of cars, medium and heavy trucks. The findings in Ontario confirm those in other jurisdictions in the United States, namely that heavy trucks emit less noise at high speeds than originally indicated by the FHWA model.
